Yesterday, President Donald J. Trump signed an executive order implementing the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 and used that authority to fully waive the duties and most of the sanctions provisions.
The order sets the tariff increases up to 500%, then waives them, so as written no new duties take effect. It also waives sections 102(a), 102(d), 102(e), 103 through 111 and 117. Section 102(d) codifies existing Russia sanctions. The order says the existing sanctions under earlier executive orders still apply.

A Hamas commander who participated in the October 7 onslaught and a Palestinian Islamic Jihad operative were killed in separate strikes in the Gaza Strip yesterday, the Israeli military announces.
One strike on Thursday in northern Gaza killed Mohammed Mohammed Abd al-Khalek Hala, identified by the IDF as a Hamas commander in the terror group's weapons production division, who also invaded Israel on October 7, 2023.
The Israeli military says Hala produced various weapons and advanced "the military buildup of the terror group across the Gaza Strip."
A separate strike on Thursday in southern Gaza's Khan Younis killed Ahmad Jabrin Tawfiq Dalha, a member of the Palestinian Islamic Jihad, according to the IDF.
Both terror operatives had been advancing attacks on troops and Israeli civilians and were attempting to restore the capabilities of the two terror groups, "in systematic violation of the ceasefire," the IDF says.

Only around 10 “Mother of All Bombs” (MOABs) are also estimated to remain in the U.S. inventory.
