Historically, Israel allowed the growth of different Palestinian factions to keep them weak and divided. After the Oslo Accords, Israel backed PA forces to suppress Hamas, aiming to maintain Palestinian divisions as a long-term strategy to block the emergence of a unified Palestinian state.
