Under Netanyahu, Israel quietly strengthened Hamas by allowing Qatar to funnel hundreds of millions of dollars to the group, aiming to deepen the split between Hamas and the Palestinian Authority. Netanyahu believed that as long as Palestinians remained divided, a Palestinian state could not emerge.

Historically, Israel allowed the growth of different Palestinian factions to keep them weak and divided. In the 1970s–80s, it tolerated the rise of Islamist groups like Hamas to counterbalance the secular PLO. After the Oslo Accords, Israel backed PA forces to suppress Hamas, aiming to maintain Palestinian divisions as a long-term strategy to block the emergence of a unified Palestinian state.

Israeli officials have later acknowledged that maintaining Hamas’ control in Gaza served broader strategic aims.
