Sikh community rallies at India's Vancouver consulate amid foreign interference allegations

Members of Metro Vancouver's Sikh community demonstrated outside the Indian consulate in Vancouver, B.C., on Friday, amid international tensions over allegations of Indian interference in Canada. The demonstrators were marking 480 days since the murder of B.C. gurdwara president and Khalistan independence activist Hardeep Singh Nijjar in Surrey.

Demonstrators called for the permanent closure of India's consulates in Vancouver and Toronto, saying Canada's expulsion of Indian diplomats was a "positive step" in protecting Canadian Sikhs. But they said it was not sufficient, alleging India continues to operate networks in Canada from the consulates.

Sask. court fines SaskPower $840K for deaths of 2 workers

Ottawa LRT to partially close on weekend for maintenance work

Ottawa transit riders travelling from Blair to uOttawa station will need to use replacement buses this weekend, as OC Transpo works on the first of a series of scheduled repairs and upgrades to the rail line.

An OC Transpo memo announced that maintenance will impact service to the line on weekends and late-night hours between Saturday, Oct. 19 and Sunday, Nov. 3. The R1 replacement bus service will operate during closures.

Ontario's top court orders new hearing in youth climate case

Ontario's top court has ordered a new hearing for a youth-led constitutional challenge of the provincial government's emissions target.

The Ontario Court of Appeal's ruling sends the case back to the lower court for a new hearing. It found the lower court judge's analysis was flawed on some key points and the case raised important issues that should be considered afresh.

Ecojustice, an environmental law charity that backed the young people who brought the challenge, called it a landmark victory.

"The seven youth are optimistic and will push forward with the new hearing, with all the urgency the climate crisis demands," the charity said in a written statement.

The case is the first in Canada to consider whether governments' approach to climate change has the potential to violate the Charter of Rights and Freedoms.

The Appeal Court decision lays a "solid foundation" for the young people to win in a new hearing before the lower court, said Stepan Wood, a professor at the University of British Columbia.

"This unanimous decision is a major victory for Canadian children and youth who are seeking to hold governments accountable for their contributions to climate change," said Wood, a Canada Research Chair in law, society and sustainability, in a written reaction to the decision.

"It establishes that, where a government makes a statutory commitment to combat climate change (as the federal government and all provincial and territorial governments have done), it must implement that commitment in a way that complies with the Charter of Rights."

Unexploded WWII bombs buried in Mer Bleue bog, DND confirms

An unknown number of unexploded bombs dating back to the Second World War are buried in Ottawa's Mer Bleue bog, a popular hiking area, the Department of National Defence confirmed Tuesday. The 3,500-hectare conservation area, which is owned and operated by the National Capital Commission (NCC), is located in Ottawa's east end. The area is also home to several rare species of plants and wildlife, according to the NCC's website.

Andrée-Anne Poulin, a spokesperson for the Department of National Defence, said in a statement Tuesday that a  practice  bombing  range was in active use in the area between 1942 and 1945. The types of munitions dropped included aerial bombs of up to 1,000 pounds (about 450 kilograms).

It wasn't until she began medical school, however, that Stockhamer's acne grew worse.

"It was my mid-20s when it got a lot worse, significantly worse than it's ever been in my adolescence," said Stockhamer, a 26-year-old family medicine resident at the University of Rochester, originally from Toronto.

Eby says no place for violence in B.C. politics after bomb threat

Violence should have no place in British Columbia politics, said New Democrat Leader David Eby as police investigated a bomb threat at a party campaign office on Vancouver Island.

Eby, who was campaigning Friday in Campbell River, said an NDP campaign office in the city was temporarily evacuated after the threat was made — although he was not present when it happened.

He said he is grateful for the courage of the office staff who were told to leave by the RCMP.

"We see in other parts of the world where people have to endure violence as part of the democratic process," said Eby at a campaign stop Saturday in Langley. "We don't want that in British Columbia. It's absolutely shameful."

He said he did not know what intent was behind the threat, but supported the police investigation.

Ottawa police delaying body-worn cameras until at least 2026

Ottawa police say it will be at least 14 months before officers can be outfitted with body-worn cameras, and are blaming the delay on budget constraints.

On Friday, Deputy Chief Steve Bell told the Ottawa Police Service Board's finance and audit committee the force will be unable to adopt the technology under a 2.9 per cent budget increase in 2025. Bell said inflation and rising labour costs are adding to the financial strain, while investment in infrastructure has lagged.

Man, teen charged after shots fired at Toronto Jewish girls school

Two people are facing a host of charges in connection with shots being fired at a Jewish girls elementary school in North York last weekend, Toronto police say.

In a news release issued Friday, Toronto police said officers were called to Bais Chaya Mushka Elementary School early Saturday.

Officers arrived to find a shattered window and evidence of gunfire, police said, but there were no reported injuries as nobody was in the school at the time of the incident.

It happened on the Jewish holiday Yom Kippur and is the second similar incident at the school this year.

Police arrested a 20-year-old man and a 17-year-old youth Thursday in connection with the incident. They now face several firearm-related charges and were slated to appear in court Friday.

Investigators say the teen was also charged with failing to comply with a release order.

First Nations vote down resolution to endorse $47.8B child welfare reform offer

At a special assembly in Calgary, First Nations chiefs from across Canada voted against a resolution to fully accept a $47.8 billion settlement agreement aimed at reforming First Nations child and family services. The outcome signaled significant dissatisfaction with the current terms of the settlement.

Trudeau tells inquiry some Conservative parliamentarians are involved in foreign interference

Prime Minister Justin Trudeau says he has the names of Conservative parliamentarians who are involved in foreign interference.

In explosive testimony before the foreign interference inquiry today, Trudeau said he instructed the Canadian Security Intelligence Service (CSIS) to warn Conservative Leader Pierre Poilievre and protect the party's integrity.

"I have the names of a number of parliamentarians, former parliamentarians and/or candidates in the Conservative Party of Canada who are engaged, or at high risk of, or for whom there is clear intelligence around foreign interference," he said.

"And I have directed CSIS and others to try and inform the Conservative Party leader to be warned and armed, to be able to make decisions that protect the integrity of that party, of its members, from activities around foreign interference."

Burn victim's death being treated as a homicide, police say

A burn victim who was sent to hospital in life-threatening condition Monday morning after a suspected assault in downtown Ottawa has died, police say.

Shortly after 8 p.m., the Ottawa Police Service said in a post on X (formerly Twitter) that the death of the man — who has not yet been identified — is being investigated as a homicide. Officers had been called to the 100 block of Queen Street just after 6 a.m., according to the police force's original post, where they began a "serious assault investigation."

20 years after fatal Halifax cargo jet crash, safety improvements lag

The deadly crash of an MK Airlines cargo plane in Halifax on Oct. 14, 2004, heightened concerns about crew fatigue and inadequate training, but 20 years later, key safety improvements have yet to be made.

Seven crew members — David Lamb, Michael Thornycroft, Gary Keogh, Steven Hooper, Peter Launder, Mario Zahn and Christopher Strydom — died in the crash. Thornycroft was from South Africa, while Zahn was a dual German-South African citizen and the remaining crew were from Zimbabwe.

Their names are on a granite memorial at the site — a wooded area just beyond the airport's boundary fence — where the fuel-laden Boeing 747 crashed during takeoff, breaking into pieces and lighting up the early morning sky.
