After changes at AIMCo, United Conservatives now own successes and failures of fund giant
When Alberta's public pension manager lost $2.1 billion in a risky bet on market volatility in 2020, little of the scorn or blame fell at the feet of then-premier Jason Kenney or his government.
Why? The investment decisions at the Alberta Investment Management Corporation (AIMCo) are independent of the government. Cabinet's lone role is to appoint directors to the fund manager's board and let the experts invest, trade and (ideally) grow the funds.
The teachers group whose pension funds the Kenney government transferred to AIMCo's control was understandably frustrated their savings' destiny was tied to the downs and ups of the wealth giant in that moment, but the teachers' union wasn't lobbing rhetorical grenades at the premier for the loss itself.

Rents drop across Canada for first time in 3 years
Canadian rental prices fell 1.2% in October compared to the same time last year, marking the first time annual rents have declined since July 2021. Experts say the drop was due to Canadians moving to less expensive markets, and a decrease in the number of international students.

Internal report describes a 'cesspool of racism' in the federal public service
An internal report on racism and harassment within Canada's federal public service reveals disturbing accounts of discrimination faced by Black executives, particularly Black women. The report, based on interviews with over 100 senior Black public servants, details experiences of racist remarks, harassment, and mental health impacts like depression and suicide attempts. It also highlights issues such as racial slurs, sexual harassment, and misuse of complaint processes. The report, commissioned by the Black Executives Network, prompted a response from senior public servants, including Clerk of the Privy Council John Hannaford, who called the findings "deeply concerning" and pledged to address the issues.

Percentage of bike riders higher where lanes are installed: StatCan
Ontario's transportation minister is defending the decision to remove bike lanes on major Toronto streets, citing a low 1.2% bike commute rate from the 2021 Statistics Canada data for the Toronto Census Metropolitan Area (CMA). However, cycling advocates argue that this data is misleading, as it includes suburbs with lower bike usage. They point to local data, such as a 2019 city survey showing that 44% of Torontonians bike in good weather for commuting, and 70% bike for transportation or leisure. Additionally, BikeShare Toronto's ridership has surged, with over six million trips expected by the end of 2024. The debate continues as the province moves to remove bike lanes, while the city and cycling advocates push back.

The lead of an organization that works with Indigenous people in Atlantic Canada says renewed federal funding will help give communities more agency over health research.
The Wabanaki-Labrador Indigenous Health Research Network is receiving $4 million from the federal government over five years, said Debbie Martin.
"As we move forward, we're going to start to dive into more of what we're hearing from communities about what their needs are," said Martin, who is also the Canada Research Chair in Indigenous Peoples Health and Well-Being at Dalhousie University.

City of Winnipeg looking for agency to help collect $12M in unpaid tickets
The City of Winnipeg is looking to hire a collections agency that can help it cash in on about $12 million in unpaid tickets — some of which date back to 2016.
The city has issued a request for proposals looking for an agency to collect the unpaid tickets, which shows a yearly breakdown dating back to 2016 of the number of tickets outstanding and the amounts due. It shows more than 102,000 tickets outstanding, for a total of $11.9 million. About $8 million of that is in parking tickets, and another $4 million is in other fines that the city applies, said Coun. Janice Lukes (Waverley West), who also chairs the public works committee.

B.C. investigating 1st presumptive human avian flu case caught in Canada
Health officials in British Columbia are investigating Canada's first suspected human case of avian influenza (H5N1), after a teenager from the Fraser Health region tested presumptively positive for the virus. The teen is receiving care at B.C. Children's Hospital, and the diagnosis is being confirmed. Avian flu primarily affects birds but can occasionally spread to humans through contact with infected animals. While human cases are rare, the virus can cause severe illness. Public health authorities are tracing potential sources of exposure and monitoring contacts of the patient. The virus has been detected in several animals in B.C. recently, and officials are advising the public to avoid contact with sick or dead animals.

Public service unions warn of job cuts after Treasury Board meeting
Public service unions are warning of likely layoffs across the federal government after meeting with the Treasury Board to hear how departments are being told to cut costs.
The Treasury Board updated public service unions on Thursday about how it was instructing departments to reduce spending to meet budget targets of $15 billion in savings over the next four years. The government has previously said it would reduce the public service by 5,000 jobs through "natural attrition" as it transitions away from pandemic operations, when programming swelled to provide relief to Canadians.
