Assembly of Manitoba Chiefs Grand Chief Cathy Merrick dies after collapsing outside Winnipeg court

Cathy Merrick, the first female grand chief of the Assembly of Manitoba Chiefs and a prominent voice on many First Nations issues, has died after collapsing outside the law courts building in Winnipeg on Friday.

Merrick was speaking to media about a court case when she collapsed. She was given CPR before being rushed away in an ambulance.

Winnipeg Mayor Scott Gillingham said in a news release Friday afternoon he was deeply saddened to learn of Merrick's passing.

Merrick, the former chief of Pimicikamak Cree Nation (also known as Cross Lake) in northern Manitoba, was elected as Assembly of Manitoba Chiefs grand chief in October 2022, becoming the first woman to lead the advocacy group in its nearly 35-year history. She was re-elected to the post in July 2024.

On Friday, an emotional Merrick collapsed shortly after speaking to media about what she called "a gross miscarriage of justice" following the acquittal of a Manitoba corrections officer charged in the 2021 death of William Ahmo, a First Nations man who was an inmate at the Headingley Correctional Centre.

Bank of Canada cuts key interest rate to 4.25%, citing cooling inflation

In its third consecutive cut since June, the Bank of Canada lowered its key interest rate to 4.25 per cent on Wednesday, citing the continued easing of inflation.

While the move was widely anticipated by economists, the gradual pace of cuts has sparked some questions about when a more dramatic move might be made.

"If we need to take a bigger step, we're prepared to take a bigger step," Bank of Canada governor Tiff Macklem said during a news conference Wednesday. "At this point, 25 basis points looked appropriate."

The decision Wednesday followed a pattern established earlier this summer when rates were cut to 4.75 per cent in June and 4.5 per cent in July.

Will a massive ballot cause another vote count delay? Elections Canada is looking to avoid it

In Montreal's LaSalle–Émard–Verdun byelection on September 16, 91 candidates will be listed on the longest ballot in Canadian federal election history. Elections Canada is taking measures to avoid delays similar to those experienced in the June Toronto–St. Paul's byelection by recruiting extra staff and starting advance vote counting earlier. The unusually large number of candidates, many associated with the Longest Ballot Committee advocating for electoral reform, is prompting temporary changes to ballot design and counting procedures. Despite concerns, experts believe the situation is manageable and unlikely to impact broader electoral reforms.

Alberta wagers allowing more online gambling operators will capture illicit market

Alberta will soon expand its online gambling landscape to allow multiple players to operate legally, moving closer to a model used in Ontario.

At present, the only regulated and legal online gambling website in the province is Play Alberta. It includes casino-style games, live dealer table games as well as sports betting, and is operated by Alberta Gaming, Liquor and Cannabis (AGLC). But in May, the provincial government passed Bill 16, the Red Tape Reduction Statutes Amendment Act. It allows for the provincial government to regulate and oversee iGaming activities, meaning it could green-light online gambling websites operated by private companies.

Report calls for public apology in 'disastrous' 2021 Halifax encampment evictions

A highly anticipated report looking into the way evictions were carried out at a Halifax encampment in 2021 offered 37 recommendations for Halifax police, the police board and the city, calling it "a day of chaos for all those involved."

Last spring, the Board of Police Commissioners announced it had hired a Toronto-based law firm to conduct an external review of events that unfolded on Aug. 18, 2021, at the Halifax Memorial Library encampment.

The 116-page report, released Friday, was critical of the way Halifax Regional Police and the Halifax Regional Municipality handled the evictions, as well as the civilian-led protest that ensued as a result.

Aurélie Rivard swims to 12th career Paralympic medal with silver in S10 100m freestyle

At the Paris Paralympics, Canadian swimmer Aurélie Rivard won silver in the women's S10 100-metre freestyle, clocking 1:00.82 and finishing just 0.3 seconds behind gold medalist Emeline Pierre of France. This marked Rivard's 12th career Paralympic medal. Despite her disappointment in not defending her title, Rivard appreciated the support from the crowd and looked forward to future events. She has previously won bronze in the S10 50m freestyle at these Games. Rivard's silver temporarily placed her ahead of wheelchair racer Brent Lakatos for the most Canadian medals in Paris, but Lakatos later won silver, restoring the tie. Rivard will compete in the 400m freestyle and 100m backstroke later in the Games. Canada has secured eight medals so far, including four silver and four bronze, but is still seeking its first gold.

Ottawa police secretly wiretapped 5 Black officers, lawsuit alleges

The Ottawa police secretly wiretapped five of its Somali officers and their family members for months, never laid any charges, and refuses to tell them why, alleges a $2.5-million lawsuit filed by the officers. In the suit against the Ottawa Police Services Board, filed last year and reported now for the first time exclusively by CBC, the officers allege they were subjected to racial discrimination.

The officers, some of whom have loose family connections to alleged criminals, say their relationships led to the illegal search and seizure of their most private communications. The officers allege the investigation left a lingering target on their backs, keeping them under a veil of suspicion by other officers.

Norval Morrisseau's legacy 'irrevocably damaged' due to art fraud, says judge giving man 5 years in prison

The man who oversaw the creation of thousands of forged artworks in Thunder Bay, Ont., falsely attributed to Anishinaabe artist Norval Morrisseau faces a five-year penitentiary sentence.

David John Voss pleaded guilty on June 4 to counts of forgery and uttering forged documents for operating an art fraud ring out of Thunder Bay between 1996 and 2019.

Investigators have called the case Canada's largest art fraud investigation, resulting in more than 1,000 paintings seized.

The sentence for Voss, 52, was handed down on Thursday by Superior Court Justice Bonnie Warkentin.

"The purpose of the creation of these fake paintings was to gain an economic benefit, but in the course of creating and selling these fakes, the legacy of Norval Morrisseau has been irrevocably damaged," Warkentin told the court.

"His spirituality has been undermined and tarnished, so today, we have one small opportunity to address this wrong."

Provinces told to pull existing COVID-19 vaccines ahead of arrival of updated shots

Health Canada has instructed provinces to withdraw and destroy all remaining supplies of the XBB.1.5 COVID-19 vaccine as of September 1, 2024. This move comes as new vaccines targeting the JN.1 or KP.2 Omicron strains are expected to be approved and rolled out in October.

Ontario and Saskatchewan plan to distribute the updated vaccines once they receive approval and supply from Health Canada. In British Columbia, the existing XBB.1.5 vaccine will remain available temporarily for specific needs, while Manitoba has asked for the return of unused doses and will handle current requests on a case-by-case basis.

Health experts anticipate that both the current and new vaccines will help reduce severe illness despite the virus's ongoing mutations.

'If you can't move, you can still game' — how a developer helps make accessible video games

Several years ago, Anthony DeVergillo was playing a video game that required him to point his controller at the screen to save.

The Bedminster, N.J., man, has Duchenne muscular dystrophy and couldn't lift the controller. "It really frustrated me," he told CBC Hamilton. "I could do everything else in the game, I just couldn't save because it was not accessible. So that was really the last straw for me."

Today, DeVergillo, 31, is the co-creator of software that aims to help people with little or no mobility play video games. In April, he and his co-creator Jonah Monaghan released Overjoyed on the Microsoft Store — a milestone for a program that only used to be available as an open source download on Monaghan's website.

Monaghan, who grew up near Guelph, Ont., studied game design and development at Wilfrid Laurier University's Brantford, Ont., campus. Now a teacher in Nelson House, Man., he met DeVergillo in a Facebook group on gaming and accessibility when he was researching the topic for school.

Paralympic newsletter: Canada strikes gold, and who to watch on Tuesday

On Day 5 of the Paralympics in Paris, Canada secured its first gold medal with Nicholas Bennett winning the men's 100m breaststroke SB14. Bennett, who has autism, also earned a second medal at the Games. Additionally, Leanne Taylor and Austin Smeenk each won bronze in the women's PTWC wheelchair triathlon and the men's 100m T34 wheelchair track race, respectively, marking their first Paralympic medals.

Canada narrowly missed additional medals in triathlon, with Kamylle Frenette finishing fourth in the women's PTS5 and Stefan Daniel, who crashed during his race, ending up 10th in the men's PTS5. The triathlon events had been rescheduled due to poor water quality in the Seine river.

Over the weekend, Canada won four silver medals: Bennett in the men's 200m freestyle, Tess Routliffe in the women's 200m individual medley SM7, and Aurelie Rivard and Brent Lakatos, each capturing their 12th career Paralympic medal.

As temperatures rise, so will the cost of an AC unit

Star Vickery never used to need an air conditioning unit to stay cool in her home in Halifax. But summers are getting warmer, she says, and since she now works from home, it's become a must.

But cooling your home can be costly. The unit cost Vickery and her husband over $800, plus ongoing electricity costs.

"We can't live like this anymore. We need to have some comfort," Vickery told the Cost of Living.

"It's not an inconsequential expenditure. I mean, that's a lot of money."

And that price is going up. The cost of air conditioning units is expected to rise because of regulatory changes, in keeping with the Montreal Protocol of 1987, an international treaty designed to limit the amount of harmful chemicals going into the atmosphere. Signatories include Canada, the U.S. and the EU.
