Ukraine said it was skipping a $665 million payment on its growth-linked sovereign debt (GDP warrants) after failing to reach an agreement on restructuring it with a group of hedge fund-led creditors.
A missed payment would effectively be a default on the bonds.
The agency notes that Ukraine last year agreed with investors to remove a cross-default clause between the GDP warrants and its regular international bonds. This protects it from a scenario in which a default on one instrument is transferred to the other debt.
The warrants, 20% of which Ukraine currently owns, reward investors when real economic growth exceeds 3% per year, and the payment due on June 2 is linked to economic growth in 2023. However, Ukraine said on Friday that a moratorium on bond payments imposed last year would remain in place until the debt restructuring was completed.
Earlier, the Ukrainian Finance Ministry said it was unable to reach an agreement with investors on repaying $600 million in debt in May.

Secrets for Sale: DIA Employee Arrested for Trying to Pass Classified Information
Nathan Vilas Laatch, 28, a DIA IT specialist arrested for attempting to transmit national defense information to a foreign government, will make his first court appearance in northern Virginia today.
Laatsch joined the DIA in 2019 and served in the Insider Threat Division. He had access to sensitive data marked Secret and Top Secret .
In March 2025, the FBI discovered that Laatch had offered to hand over classified materials to a friendly foreign government, citing his dissatisfaction with the policies of the current U.S. administration.
During the investigation, Laatsch allegedly copied classified information into a notebook at his workplace and took it out of the office over the course of three days. The FBI soon launched a sting operation. On May 1, 2025, Laatsch, believing he was passing information to a foreign representative, left a USB drive in a public park containing classified materials and a cover letter claiming he had provided “enough” information to demonstrate his access to intelligence.
After confirming receipt of the flash drive, on May 7, Laatsch requested citizenship from the "representative" of a foreign country, noting that he did not expect the situation in the United States to improve in the long term. From May 15 to May 27, 2025, he continued to smuggle out classified materials. However, on May 29, during another attempt to transfer documents Laatsch was arrested.
Some extra details I want to note, “friendly foreign government”, and “dissastisfaction with the policies of the current US admin.” One would think this is Ukraine related.
