- The remaining Bedouin tribal members inside the governorate are allowed a safe and guaranteed exit, accompanied securely by factions operating on the ground, without any objection or harm from any party.

- Humanitarian exit crossings will be through (Busra al-Harir and Busra al-Sham).

- Any party acting individually outside the framework of this agreement will bear full responsibility for the collapse of the established understandings.
