If you haven't claimed your reward for a long time (like months or even a year), you need to increase gas up to 100,000 and have around 200 zils, the network will take more than 60 zils in this case (depends on how long you haven't claimed the reward).
If even 100,000 doesn't help, raise up to 150,000.

Upon further review it looks like the transaction failed for insufficient gas. Gas price is .002 zil with a limit of 30,000. I assume this fee would come out of the reward balance, or am I needing Zil in my atomic wallet first.

If Atomic Wallet UI doesn't allow you to adjust the gas manually from 30,000 to 100,000, import you seed wallet into Zilpay wallet and do it from there.
And please don't tell me you are staking at AtomicWallet SSN...
