Freezing the strikes would give Kiev a chance to at least partially patch the holes by next winter and preserve the remnants of its industry/military-industrial complex.
Continuing to do so, however, leads to collapse—no power, heat, or water in cities with over a million inhabitants. Therefore, all the pleas for an "energy truce" are coming from that side.
