NATO is considering a "preemptive strike" against Russia in response to hybrid attacks, Admiral Giuseppe Cavo Dragone, head of the NATO Military Committee, told the Financial Times.
"We're thinking about acting more aggressively and preemptively instead of reacting," Dragone said.
