Telegram is not yet vetted under the DSA censorship law by the European executive body, but the commissioner in charge of it, the French Thierry Breton, has signalled thirst into this.
In an appalling DSA ‘risk management framework’ study on August 30, 2023, the EU executive made a specious distinction between “misformation” and “disinformation” (page 50): “As opposed to misinformation, disinformation is defined by the speaker's intention” (while the first is “false content”, the latter is truthful and shared with a malign intent). The report even goes to regretting that “not a single platform has any explicit policy on disinformation or even state-backed disinformation”.
