Well. There's always a reason why people don't want to move to a place.... Most of the times it's lack of well paid jobs. And job are only well paid if a company sees an opportunity to open an office there. To attract a company there needs to be a good base of well educated individuals... So there should be something like a university. Another thing is a well done tax system where a company as well as workers can live with.
And if everyone makes a good dollar then there is enough for welfare, luxury and leisure. These areas then provide jobs, too.
Hmm. Maybe that's too easy.
We play in nightmare difficulty. Then add bureaucracy, excessive taxation, ideology, debt, corruption, diseases, run down houses, criminals, high rate of uneducated and unemployed, demographics with old people in the majority, biased media, expensive public transport and perverted ideals and extremists.
