The problem is not the tool but the incentives and enforcement against the actors.
Second, the "just for show" hypothesis. A performative ban can serve political signalling — appearing tough on exam malpractice without actually solving root causes (weak surveillance, insider threats, corruption). This may satisfy a vocal public demand, but it trains citizens to accept that "banning = action", which is dangerous.
