I already followed all the steps in the checklist:
Restarted device
Using the latest stable version from Play Store
Tried resetting chats
Cleared app cache and database
Logged out and back in
Reinstalled the app
Still, I can’t pin any chats in the Administrator folder.
This issue does not exist in the official Telegram app, only in Plus Messenger.

1) This group is not telegram support. And telegram support cannot "help" in your situation
2) your screenshot shows a group with 3 members and owner: deleted account. When the owner account is deleted, telegram does not remove it from group. So you can wait and telegram will give ownership to someone else if they want.
If the owner left, then there's no solution.
3) only 3 members including you, and you're worried about spam ????
Who is gonna send spam in a private group for 2 other members ?
Just keep your group private to avoid anyone else joining it.

Actions:
Opened the Administrator folder.
Tried to pin a chat to the top of the folder.
Expected result:
The chat should be pinned at the top of the Administrator folder, as there are no other pinned chats there.
Actual result:
An error message appears: "Sorry, you can't pin anymore chats to the top."
This only happens in the Administrator folder.
Pinning works fine in other folders.
The same account works correctly in the official Telegram app, so this issue is specific to Plus Messenger.
Please check if it occurs in the official Telegram app.
If it is present in the official app, then it is not a Plus problem - please contact Telegram support by clicking here.
If the issue is not present in the official app, then
1. Try to repair Plus Messenger: /channel/plusmsgrfaq/32
2. If it does not work then send bugreport as a message to this group. Please follow the bug reporting guidelines: /channel/plusmsgrfaq/35

I need help with an issue in Plus Messenger.
I have 5 folders:
Bots, Channel, Groups, Administrator, and Local users.
In all folders except the Administrator folder, I can pin chats to the top.
There are no pinned chats in any folder, including Administrator.
But still, in the Administrator folder, I get the error:
"Sorry, you can't pin anymore chats to the top."
This issue has been happening for 2–3 weeks.
I am using the official version from the Play Store.
I already tried:
Logging out and in
Reinstalling
Clearing the database
Nothing fixed it.
Is this a known issue or is there a fix?

I am a member of a Telegram group called Good Girls with group ID: 1082673498.
Currently, this group has no owner or admin. The original admin has left or deleted their account, and there is no one left with administrative access.
