I'd compromise with a standard tx policy that prioritises non-spam. Rewarding Peercoin holders with burnt fees in exchange for allowing some level of spam seems fair to me though.

A simple priority that minters give to certain types of txns seems pretty straightforward. It does not require quantification.

So they both pay 0.01, but if the block fills then data txns get pushed out first. Data txn cost goes to infinity when the block fills with normal txns

I did propose a comprehensive anti-spam measure that covers inputs and outputs. If I get time I might make an RFC for it.

A separate block limit for superfluous data could work, though I'd like them to pay more even if blocks are not busy as I see it as wasteful data.

Rather than charge blanket costs, have a separate fee market for regular and data txns

Also a fee market might prevent congested blocks and many stuck transactions but it pushes the fees up for regular transactions which should be given priority.
