There is no minimum amount of coins required to mint, one can mint with 1000 PPC or with 15 PPC or 3.5 PPC. You can also mint with 0.85 PPC. However, It can take several years of continuous node operation to find a block with under 1 ppc.

For that '+1' concept, it is just shifting the exponential by 1/tau, such that it is a constant multiplier on the difficulty. It will just result in a difficulty that is a little higher than normal, which decreases as pos blocks are found. I actually think we don't have to do anything here. I think we can just take nindexPrev->GetBlockTime() regardless of if the chain tip is pow or pos.
