Further testing:
Anonymous number link doesn't work on the phone
Regular number link works on both laptop & phone
I guess you are right with some telegram restriction...
Why it works on web though...
1. Didn't check any number in days

I believe opening user profile by number is broken right now on 11.4.1.269807 Beta:
t.me/+88800000095 - should open @borz, but returnes "Sorry, this user doesn't seem to exist."

#bug H263 (MPEG-4) encoded videos are no longer playing within Telegram on macOS and iOS. The sound is there, but the picture is either a black screen or static preview.
