Depends where you're checking. If you're checking just near the modem and still getting 23mbps, you might want to take a few more readings to ascertain the actual speed.

If the above is still a case you might want to check the channels and the transmission power of your current modem. Choose a non populated band and highest power setting.

If the case still persists then you can change the modem to a 5ghz supported one but be informed that just the modem change won't do, your devices have to support 5ghz reception and with 5ghz larger distances with obstacles aren't covered very well as in case of 2.4ghz.
