The new Tokenomics is designed to reward long term stakers in the form of the new tokens that'll be minted and also from other tokens. From Dr Raullen's ama yesterday, you might get to earn other tokens as well
It's worth stating that IOTX will remain the same until this mechanism is implemented and official announcements be made
Note that validators and node runners still mine IoTeX until the max supply of IoTeX is reached.
The new Tokenomics will enable new economic concepts for IOTX
The inflationary mechanism is in the form of staking reward which will be dwarfed by the amount of ioID (Q3 2024) that will trigger the burn mechanism.
There'll be a stable supply of IOTX token through the token burning and staking.
The stable supply will be maintained by balancing inflation and deflation.

Season 1 of the "Get Goated" campaign was an absolute blast, and we had the pleasure of connecting with so many amazing members of our community. But the fun doesn't stop here!
While we finalize the details for Season 2 (which will be even bigger and better!), we'll be taking a short 2-3 week break. During this time, you can still earn XP roles and work towards becoming an Elite Goat – the role hierarchy is here to stay!
Speaking of Elite Goats, those of you who have already achieved Super Goat or Elite Goat status will have a head start in Season 2. You'll automatically receive bonus points, giving you an advantage in the next campaign. So keep engaging and participating to maintain those coveted roles!
Token Distribution Update
We know many of you are wondering about token distribution. Most of the ecosystem projects have yet to undergo their Token Generation Events (TGEs). Once they do, we'll be able to determine the distribution details. The good news is that they've allocated a significant percentage of the supply to "Get Goated" campaign participants!
Introducing "Active Goats
We're also adding a temporary role called "Active Goats." As the name suggests, active participation will earn you extra points in Season 2. Here's the breakdown:
Elites: 65 points
Supers: 45 points
Actives: 30 points

You have still not answer the main question. What would be the max supply of token that can ever be created after the new tokenomics? Is it still 10B?

Yes I have read the paper and I am very excited by the plan but where I got lost was when it says new tokens would be minted but controlled by inflation and deflation mechanisms. I know iotx has 10B max supply and according to CMC about 94% are already in circulation. Would this new token minting raise the max supply over 10B?

You need to swap it to UniIOTX before you can stake as an NFT bucket.
Since you're migrating swap to UniIOTX then migrate to NFT bucket
You'll need to have a minimum of 10k per bucket to transfer it as NFT staking.
