Yes, but you can't use HEX without taking ownership and you constantly take the risk of the CEX stealing your coins. But it's not like there's any other solution for it available at the moment, other than using Pulsechain HEX instead.

Hopefully I'm wrong and the network will be fixed after Ether pumps enough for the Ethereum foundation and its founders dump enough ETH to become rich beyond imagination. I suppose they may reduce gas costs and increase block space at that point. Then Ethereum HEX should pump like crazy as it would immediately become ridiculously undervalued.

You can bridge Ethereum HEX to have eHEX. But if you don't intend to actually use eHEX, it's not really worth bothering. You may as well keep it on Ethereum.

Of course there are other use cases than DeFi analogue of certificate of deposit. There's a contract built on top of HEX that allows to mint DeFi bonds. There are other derivatives built on top of HEX too, but none of them is currently usable on Ethereum as the Ethereum foundation fucked everything that runs on their network.
