- Will develop new rules for the distribution of cryptoassets (ICOs, airdrops, etc.) as part of a new crypto project;
- Atkins promised relief for companies wishing to issue tokenized securities in the U.S. #RWA;
- emphasized the right to self-storage, and promised to revise the rules for registered custodians (B-Ds and RIAs) to handle crypto assets;
- proposed creating a "super app" to offer cryptocurrency and securities trading, as well as steering and lending;
- Atkins wants to distinguish code publishers from intermediaries and create regulatory space for both decentralized and centralized models;
- an "innovation exception" is being developed that should allow startups to launch quickly with flexible compliance terms if they prioritize investor protection.
