If I were establishing a vote I would make sure that I knew in advance what constituted a majority and leave the vote open until a clear majority was received. I can see the issue where the number of people voting is unknown, or the poll closes at a certain time and the majority count at that time is the final result. Perhaps the app could be configured such that the data needs to be shared with X number of nodes before the vote is confirmed, which would make your scenario highly unlikely. (But still theoretically possible)

Читать полностью…it would be impossible to vote on something without knowing in advance how many people are eligible to participate in the vote. The decision could not be made until majority are counted, making additional votes redundant.

If I can expand your example a little. Group 1 is online and user 1 creates a vote. People vote and reach a consensus. Then all users in group 1 go offline and a few minutes later new users come online (group 2) and a new vote about the exact thing is created by a different user (user 20) then 2 votes exist. As far as I know if 2 users create the same post they won't merge. So if some people come online at the same time from both groups then both votes are shared but not combined.
i also don't think is possible to shut down all hosts of a specific Happ... I remind you that now there are hundreds of HPs running, and if I host one that can be spread around them, you will need to shut down most of them.
And now there are not many devices. In the future there will be hundred of thousands.
just thinking out loud here so shoot me down if you need to. Lets take an example (mewsfeed). Users have ran a vote on something and a clear decision has been made, Mewsfeed goes offline but some new users fire up Mewsfeed and run the same vote, again a clear decision has been made. Then, the old seeders fire up the original mewsfeed which merges the data and contradicts the decision making process?
