Storm cancels schools, closes some highways while travel not recommended in parts of south and central Sask.

Both Saskatoon Public Schools and Greater Saskatoon Catholic Schools have canceled high school classes due to a winter storm entering its second day. Areas like the Battlefords and Kindersley have seen highways shut down or rated as travel not recommended by Highway Hotline. Environment and Climate Change Canada predicts snowfall totals of up to 40 cm in central and southern Saskatchewan, accompanied by wind gusts of 60 to 70 km/h. Highways surrounding Saskatoon, the Battlefords, and Kindersley range from travel not recommended to closures. The Canalta Hotel in Kindersley reported being sold out on Sunday, with guests booking two nights due to the snowstorm. Some guests are trapped and waiting for road conditions to improve. The City of North Battleford has closed recreation facilities due to the weather, and road crews are working to clear priority one streets, although the volume of snow is slowing them down.

City looks to boost supports for local artists, culture workers

Ottawa's community services committee passed a motion Tuesday directing staff to explore poverty reduction strategies for local artists and culture workers. The motion, introduced by Coun. Ariel Troster, would incorporate those options into municipal cultural and community safety plans that are currently in development.

According to a report released last year by Hill Strategies, in 2020 the median personal income of Ontario artists was $29,600. That's 41 per cent less than the median income of all Ontario workers, which was $50,400.

B.C.'s top court rejects province's attempt to appeal pause of public drug use law

B.C.'s top court has rejected the provincial government's attempt to appeal a pause imposed during a legal challenge of a law restricting illicit substance use in many public spaces.

The Court of Appeal decision on the case brought by Public Safety Minister Mike Farnworth was released Friday, a ministry spokesperson confirmed.

It upholds a three-month temporary injunction — ordered Dec. 29 by B.C. Supreme Court Chief Justice Christopher Hinkson — against enforcing the Restricting Public Consumption of Illegal Substances Act, which was passed in November.

Measles may be spreading in some Canadian communities, officials warn

In Canada, there are early signs of potential measles spread within communities as health officials detect cases not linked to travel. At least nine confirmed infections have been reported in 2024, close to the total cases reported in 2023. Recent cases in Quebec and Ontario are concerning as they were not tied to travel or known exposure to measles. In Quebec, one individual, unvaccinated and without travel history, has been isolating after potentially exposing others in various locations in Laval. Quebec health officials suspect community transmission. Similarly, in York Region, Ontario, a man in his 30s contracted measles without travel or known exposure, indicating possible community spread. Despite being vaccinated, he experienced mild symptoms. These cases highlight the importance of vaccination and surveillance as the March Break travel season approaches.

Ottawa unveils national pharmacare plan that covers diabetes, contraception to start

Health Minister Mark Holland released the long-awaited details of the federal government's pharmacare plan on Thursday, with a commitment to cover some diabetes treatments and contraception.

If the bill, C-64, passes Parliament, Holland will begin negotiating with the provinces and territories on a funding commitment that would cover the cost of providing these medications to people for free.

He said he hopes people can access the program sometime this year, although a lot of uncertainties make an actual start date hard to pinpoint.

The federal government says it also will establish a fund to support Canadian diabetics who need access to syringes and glucose test strips to manage their condition but struggle to afford them.

Corporate pressure led Shoppers Drug Mart staff to bill for unnecessary medication reviews, pharmacists say

An internal letter obtained by CBC News describes a push within Shoppers Drug Mart to bill for consultations under Ontario's MedsCheck program, which reimburses pharmacies for patient prescription reviews. Former employees allege that the company pressures staff to cold-call customers and bill for consultations they may not need, potentially exploiting the program for profit. Shoppers Drug Mart President Jeff Leger denies pressuring pharmacists to bill for MedsChecks solely for profit, stating that the company monitors the situation closely and believes the program has a positive impact on Canadians. However, former employees express concerns about the impact on patient care and the pharmacy profession's reputation.

Documents obtained by CBC News reveal which colleges and universities account for the greatest share of Canada's steep growth in international students, and which now have the most to lose from a new cap on permits to study in this country.

The data, obtained through access to information requests to Immigration, Refugees and Citizenship Canada (IRCC), shows the number of study permits granted each year since 2018 for foreign students to attend post-secondary institutions across the country.

Cat Lake First Nation's nursing station burns down, leaving remote community without health-care hub

Cat Lake First Nation's nursing station has burned down, leaving the remote northwestern Ontario community without a central access point to health-care services.

Nishnawbe Aski Police Service (NAPS) confirmed that a fire broke out at the Margaret Gray Nursing Station Saturday night just before 9:30 p.m. Saturday.

"When officers arrived, they observed smoke and visible flames coming from the community's nursing station. Officers remained at the scene and assisted community members attempting to extinguish the fire," NAPS said in a news release issued Sunday afternoon.

"At 11:46 p.m., it was deemed too dangerous to continue fire suppression efforts. The building appears to be a total loss, however, no injuries were reported as a result of the fire."

About 650 people live in Cat Lake, an Ojibway community located about 440 kilometres northwest of Thunder Bay, along the Albany River.

An investigation into the blaze remains ongoing, with assistance from members of the NAPS Crime Unit and Office of the Ontario Fire Marshal.

'Nun cho ga,' the rare baby mammoth found in Yukon, heads to Ottawa

In 2022, the almost perfectly-preserved baby mammoth, named Nun cho ga, was discovered near Dawson City, Yukon, after being frozen for an estimated 30,000 to 35,000 years. The rare find garnered global attention and excited local paleontologists. Indigenous leaders felt a spiritual connection to the mammoth, which was found on Tr'ondëk Hwëch'in lands. After a year and a half in a Dawson City freezer, Nun cho ga is being transported to the Canadian Conservation Institute in Ottawa for preservation. A delegation of Indigenous elders, along with First Nations heritage staff and Yukon government specialists, is overseeing the journey. The Tr'ondëk Hwëch'in First Nation views the transportation as akin to a funeral procession and has requested privacy and respect. The mammoth is expected to eventually return to Dawson City, though long-term plans for the animal have not been disclosed.

Squint and you can see Alberta's budget surplus, before it potentially dries up

Alberta's government under Premier Danielle Smith is forecasting a $367-million budget surplus, but this surplus is precarious. Even a slight deviation in oil prices from projections could result in significant deficits. For every dollar the price of oil drops below forecast, the deficit could increase by $630 million. Despite the surplus projection, Alberta still needs to borrow $2.4 billion for infrastructure costs, increasing the debt that the government claims to oppose. Additionally, the province's $2-billion contingency fund may be depleted due to the costly wildfires, drought, and floods experienced last year, with expectations of even worse conditions this year. Overall, while the surplus may seem positive, the province's financial situation remains delicate and dependent on oil prices.

A First Nation in Alberta could soon have its health products delivered by drone

Montana First Nation, located 90 kilometers south of Edmonton, is partnering with Drone Delivery Canada and the Edmonton International Airport to pilot a drone delivery service for medical supplies starting this spring. The initiative aligns with the First Nation's goal of self-sufficiency, particularly in areas like healthcare. Chief Ralph Cattleman highlighted the challenges of accessing medical products and services due to the lack of nearby pharmacies, making it difficult for the community's over 1,000 members. The partnership aims to address this issue by delivering prescriptions and other medical supplies directly to the community's medical clinic in Leduc, enhancing access to healthcare for Montana First Nation residents.
