Unions call for action after report criticizes values and ethics in federal public service
Unions representing federal public servants say the government needs to do more to address dissatisfaction among the workforce after a recent report found some employees are unable to feel pride in their work.
"It's more difficult now to be proud to be a public servant, because of people's perceptions of the institution and because of Canada's role on the global stage," said one participant who testified as part of the Deputy Ministers' Task Team on Values and Ethics Report.

Ex-mayor Nenshi loathes partisan politics. He may run for NDP leader anyway
Former Alberta justice minister Kathleen Ganley kicked off her bid Monday to lead the NDP, stressing her Calgary roots. By this time next week, Edmonton caucus mates Rakhi Pancholi, Sarah Hoffman and David Shepherd will likely have joined her in the race to replace the departing Rachel Notley.
That lineup of leadership candidates has been reported publicly for some time now, and campaign teams have been quietly jostling for support since at least last autumn. With no clear front-runner, it's shaping up to be one of the most unpredictable and interesting NDP leadership contests anywhere in Canada in some time (they tend to be relatively sleepy affairs with little competition or none at all).
But the intrigue that seems to have gripped NDP-land and parts beyond is whether another figure jumps into the fray and injects even more excitement — one who just delivered his own head-turner of a political speech without formally saying a thing about whether he wants this job.

London, Ont., police apologize to woman in sex assault case involving 5 ex-world junior hockey players
London, Ontario Police Chief Thai Truong apologized for the six-year delay in laying sexual assault charges against five former members of Canada's 2018 world junior hockey team. Truong acknowledged the victim's courage and strength in coming forward, expressing sincere apologies to her and her family. The initial investigation, started in 2018, concluded in 2019 without charges but was reopened in 2022 due to public outcry after Hockey Canada settled a $3.5 million lawsuit. The accused players include Michael McLeod and Cal Foote of the New Jersey Devils, Dillon Dubé of the Calgary Flames, Carter Hart of the Philadelphia Flyers, and former NHL player Alex Formenton, currently playing in Switzerland. McLeod faces an additional charge. Four players are under NHL contracts until the season's end and are on paid leave. The accused attended a procedural court hearing, with the next court date set for April 30. The victim's identity and two witnesses are protected by a court-ordered publication ban.

Hamilton police board wants to hear your thoughts on service's $213M budget for 2024
The Hamilton Police Services Board is accepting written submissions from the public ahead of its special meeting about the service's proposed $213 million budget. The Feb. 13 meeting is taking place after Hamilton city councillors sent the budget back the board for further review. The last time councillors did so was in 2011.
Policing costs account for 16 per cent of the average property tax bill — the largest component of the city's budget. Coun. Craig Cassar said late last month, as council voted to have the budget proposal reviewed, that "in an unprecedented tax increase it makes sense to ask all individuals to look for efficiencies."

Business insolvencies shot up by more than 41% last year, as pandemic debts mount
Business insolvencies in Canada surged by more than 41% in 2023, according to data released by the Office of the Superintendent of Bankruptcy. The total number of insolvencies, including those filed by both businesses and consumers, increased by 23.6% last year. The high insolvency rates for businesses indicate a challenging economic climate, with concerns about tough conditions and plummeting profits. Analysts anticipate further challenges for businesses, particularly those struggling with pandemic loan repayments. The Canadian Association of Insolvency and Restructuring Professionals noted that the numbers marked the sharpest increase in business insolvencies in 36 years of records. Finance Minister Chrystia Freeland highlighted that a quarter of small businesses with Canadian emergency business accounts missed the repayment deadline.

'Nobody stopped': Security footage shows Regina drivers passing man waving for help before he died in cold
A Regina business owner says he is deeply disturbed after his security cameras captured a man apparently trying to flag down passersby for help for several hours before he died out in the cold late last month.
The video appears to show the man talking briefly with a driver on a bus around 8 p.m. on Dec. 30. The video then shows the man stumbling out the rear door of the bus and falling onto a lawn on Fourth Avenue E. Over the following hours, several pedestrians, vehicles and at least three more city buses can be seen in the surveillance footage passing by the man without stopping for more than seven hours. The bus waits for a couple of seconds before driving away from the man, who appears to be unable to get up on his own.

Alaskan tribes seek historic legal recognition from B.C. gov't for review of mining project
An Alaska-based coalition of Indigenous governments, represented by the Southeast Alaska Indigenous Transboundary Commission, has applied to participate in a British Columbia environmental review process concerning the proposed revival of the Eskay Creek gold mine by Skeena Resources. Concerns center around potential environmental impacts, with plans to extract up to three million tonnes of gold and silver ore per year over a nine-year period. If successful, this would mark the first instance of U.S.-based tribes being granted participation rights in Canadian environmental reviews, made possible by a 2021 Supreme Court of Canada decision recognizing certain constitutional rights for Indigenous people in the U.S. or Greenland with traditional territories in Canada. Legal experts see this as a significant development following the Desautel decision, suggesting potential impacts of Canadian activities on Indigenous communities across borders.

Yukon skier makes history with 'sensational' upset win at world championship meet
Sonjaa Schmidt, a 21-year-old cross-country skier from Whitehorse, Canada, made history by winning gold at the U23 Nordic World Ski Championship event in Planica, Slovenia. Despite being an underdog and barely qualifying for the quarterfinal heats, Schmidt emerged victorious, impressively sprinting to the front of the pack in the final moments of the race. Her unexpected win marks the first time Canada has secured gold in a U23 Nordic World Ski Championship women's event. Schmidt attributes her success to perseverance, self-confidence, and hard work, having faced setbacks, including being passed over for the national team and losing funding. Working as a tree planter during the summer may have contributed to her physical strength and endurance. Schmidt's victory was celebrated not only by the Canadian contingent but also by representatives from other teams. She plans to continue competing in World Cup races in Finland, Norway, and Sweden after visiting her grandparents in Germany. Schmidt anticipates her performance will earn her a spot on the national team, possibly eliminating the need for another summer of tree planting.

Councillors eye solution to keep community associations insured
Community associations in Ottawa seem poised to win a yearslong fight with the city to replace an inequitable insurance program with one that covers premiums for certain groups based on clear criteria.
The Community Partners Insurance Program (CPIP) is a holdover that saw the city pay for insurance for a list of groups that existed before amalgamation, while negotiating rates for other groups that would bear the cost themselves. The city spent years coming up with a solution to fix the two-tiered system, before deciding the only way forward was to shutter the program and redirect $234,000 in savings toward funding grants.

CBRM declares local state of emergency as it grapples with major storm
Cape Breton Regional Municipality (CBRM) in Nova Scotia has declared a local state of emergency due to a winter storm that is expected to bring significant snowfall. The declaration gives the municipality the authority to control or prohibit travel and authorize qualified persons to provide aid. The storm could bring up to 150 centimeters of snow, leading to the closure of schools in the Cape Breton-Victoria Regional Centre for Education on Monday. CBRM mayor Amanda McDougall said the decision followed a meeting with the provincial command center, and the local state of emergency is in effect for seven days.

Storm plows through Nova Scotia with much more snow on the way

In a tweet, RCMP say the section of Highway 102 between exits 8A (Elmsdale) and 10 (Shubenacadie) is impassable because of heavy snowfall. They are asking people to use Highway 2 instead.
A type of weather system known as a cut-off low will sit and spin to the east of the province throughout the weekend and into early next week. These types of systems are notoriously tough to forecast, so some uncertainty remains.

The union hall in Terrace Bay, Ont., was packed wall to wood-panelled wall with restless millworkers, pink-cheeked from the January wind whipping off Lake Superior.
People checked out pamphlets about applying for unemployment insurance and looked through lists of job search websites piled on a table at the back of the room as they came to terms with the shutdown of the AV Terrace Bay pulp mill earlier this month.
Terrace Bay is the kind of northwestern Ontario town where everyone knows each other — and if you're not a union pulp mill worker, chances are you used to be or are at least related to a few. Experts say this is where the best pulp in the world is made.

Sudden snowfall snarls traffic in some parts of B.C.'s Lower Mainland
Heavy snow hit Metro Vancouver on Thursday, causing delays, collisions, and spin-outs on major routes. Vancouver Fire Rescue Services urged people not to drive unless necessary, particularly on hills. Approximately 30 vehicles crashed in the city, and a crash involving over 25 vehicles occurred on Highway 91 in Richmond. Slippery conditions led to the closure of the southbound counterflow lane of the George Massey Tunnel, reopening after plowing and salting. A transit bus lost traction on Highway 1 in North Vancouver, causing delays. TransLink reported detours and delays on bus routes and the SkyTrain's Millennium Line. Despite challenges, Environment Canada indicated that the worst of the snowstorm was over. The City of North Vancouver deployed trucks for road salting, and crews worked to clear roads overnight.
