CBRM declares local state of emergency as it grapples with major storm

Cape Breton Regional Municipality (CBRM) in Nova Scotia has declared a local state of emergency due to a winter storm that is expected to bring significant snowfall. The declaration gives the municipality the authority to control or prohibit travel and authorize qualified persons to provide aid. The storm could bring up to 150 centimeters of snow, leading to the closure of schools in the Cape Breton-Victoria Regional Centre for Education on Monday. CBRM mayor Amanda McDougall said the decision followed a meeting with the provincial command center, and the local state of emergency is in effect for seven days.

Storm plows through Nova Scotia with much more snow on the way

As a long-duration snowstorm works its way through Nova Scotia, the province and RCMP are urging people to stay off the roads, unless their travel is essential.

In a tweet, RCMP say the section of Highway 102 between exits 8A (Elmsdale) and 10 (Shubenacadie) is impassable because of heavy snowfall. They are asking people to use Highway 2 instead.

A type of weather system known as a cut-off low will sit and spin to the east of the province throughout the weekend and into early next week. These types of systems are notoriously tough to forecast, so some uncertainty remains.

A shuttered pulp mill leaves Terrace Bay, Ont., feeling anxious, stressed and uncertain

The union hall in Terrace Bay, Ont., was packed wall to wood-panelled wall with restless millworkers, pink-cheeked from the January wind whipping off Lake Superior.

People checked out pamphlets about applying for unemployment insurance and looked through lists of job search websites piled on a table at the back of the room as they came to terms with the shutdown of the AV Terrace Bay pulp mill earlier this month.

Terrace Bay is the kind of northwestern Ontario town where everyone knows each other — and if you're not a union pulp mill worker, chances are you used to be or are at least related to a few. Experts say this is where the best pulp in the world is made.

Sudden snowfall snarls traffic in some parts of B.C.'s Lower Mainland

Heavy snow hit Metro Vancouver on Thursday, causing delays, collisions, and spin-outs on major routes. Vancouver Fire Rescue Services urged people not to drive unless necessary, particularly on hills. Approximately 30 vehicles crashed in the city, and a crash involving over 25 vehicles occurred on Highway 91 in Richmond. Slippery conditions led to the closure of the southbound counterflow lane of the George Massey Tunnel, reopening after plowing and salting. A transit bus lost traction on Highway 1 in North Vancouver, causing delays. TransLink reported detours and delays on bus routes and the SkyTrain's Millennium Line. Despite challenges, Environment Canada indicated that the worst of the snowstorm was over. The City of North Vancouver deployed trucks for road salting, and crews worked to clear roads overnight.

City has settled $23M in Westboro bus crash claims, but more remain

Five years after the tragic double-decker bus crash that killed three passengers and injured dozens more, the City of Ottawa's outside lawyers are still mediating claims and have paid out more than $23.5 million. While most of that cost is borne by its insurers, the city is responsible for a $6-million deductible.

Twenty cases stemming from the Jan. 11, 2019, tragedy have already been settled, including those brought by the families of Judy Booth, Bruce Thomlinson and Anja Van Beek.

He drives an electric truck in Yellowknife, but his home can't handle the charger it came with

When Ben Baird purchased a fully electric truck, he expected to install the Level 2 charger it came with at his Yellowknife home.

Ford's F150 Lightning comes with an 80 amp charger. It would have required Baird to upgrade the 100 amp panel in his home to a 200 amp panel — an expense he was prepared to pay.

But in order to provide that level of power to his home, Baird said, power distributor Northland Utilities told him he'd have to pay $12,000 to upgrade the transformer in his neighbourhood as well.

"It was not something that I was expecting," said Baird.

As weather-related disasters mount, some Canadian homeowners can't get insurance coverage

After heavy rain last May, artist Humberto Pinochet faced devastating floods in Baie-Saint-Paul, Quebec, resulting in the complete loss and demolition of his home. The floods in this region contributed to 2023's extreme weather insurance claims becoming the fourth-highest on record, surpassing $3 billion in insured losses for the second consecutive year, as per a report by the Insurance Bureau of Canada. The findings highlight the increasing economic impact of climate change-induced severe weather events and the escalating challenges homeowners face in obtaining affordable insurance coverage or coverage at all.

2 major storm systems are expected to hit parts of Canada

Two storm systems are poised to hit Canadian coasts, bringing snow, rain, and high-speed winds after a mild December. A Texas low from the U.S. prompts winter storm warnings in provinces like Ontario, Quebec, and Atlantic Canada, with variable snowfall expectations.

Southern Ontario may get 5-10 cm of snow, washed away by 20-30 mm of rain. Northern regions like Sudbury and Timmins could see 20-30 cm. Quebec faces snow and ice pellets, while Atlantic Canada anticipates snow, rain, and increased winds, reaching 60-90 km/h. Freezing rain is possible in parts of New Brunswick, Nova Scotia, and P.E.I. Newfoundland's western coast might experience gusts of 130-150 km/h.

Canada's Gilles, Poirier win Four Continents ice dance title

Piper Gilles and Paul Poirier's dream season continued on Sunday at the ISU Four Continents Figure Skating Championships in Shanghai.

The Canadians won their first ISU Championships title in the ice dance competition.

The two-time world bronze medallists led the competition from start to finish, making their performance to Wuthering Heights look effortless in their free skate. They obtained level fours on their lifts, twizzles and dance spin to receive 128.87 points for a total of 214.36.

"We are really proud to have won our first championship here," Poirier told Skate Canada. "We skated like champions this week and now we have the world championships in our home country and we will go home and work hard so we can be even better there."

Poirier added he and Gilles immersed themselves in their programs, believed in each other and skated strong.

"It was one of those performances that we had to think about moving together," Gilles added. "We let the program sail and trust it."

Business insolvencies shot up by more than 41% last year, as pandemic debts mount

Business insolvencies in Canada surged by more than 41% in 2023, according to data released by the Office of the Superintendent of Bankruptcy. The total number of insolvencies, including those filed by both businesses and consumers, increased by 23.6% last year. The high insolvency rates for businesses indicate a challenging economic climate, with concerns about tough conditions and plummeting profits. Analysts anticipate further challenges for businesses, particularly those struggling with pandemic loan repayments. The Canadian Association of Insolvency and Restructuring Professionals noted that the numbers marked the sharpest increase in business insolvencies in 36 years of records. Finance Minister Chrystia Freeland highlighted that a quarter of small businesses with Canadian emergency business accounts missed the repayment deadline.

Advocates say Canada needs to look at alternatives after 9th province decides to stop immigration detention in jails

Canada's provinces are moving away from housing immigration detainees in jails, prompting calls for community-based alternatives. Advocates stress that immigration detention, based on administrative grounds, should prioritize non-punitive approaches.

The Canada Border Services Agency detains individuals for reasons such as identity verification or flight risk. Concerns linger about conditions, motivating a shift toward community-based solutions to safeguard human rights and dignity.

'Nobody stopped': Security footage shows Regina drivers passing man waving for help before he died in cold

A Regina business owner says he is deeply disturbed after his security cameras captured a man apparently trying to flag down passersby for help for several hours before he died out in the cold late last month.

The video appears to show the man talking briefly with a driver on a bus around 8 p.m. on Dec. 30. The video then shows the man stumbling out the rear door of the bus and falling onto a lawn on Fourth Avenue E. Over the following hours, several pedestrians, vehicles and at least three more city buses can be seen in the surveillance footage passing by the man without stopping for more than seven hours. The bus waits for a couple of seconds before driving away from the man, who appears to be unable to get up on his own.

Why some homeless Edmontonians choose to camp outside the inner city

As a snowstorm blows in around him, Anson Palmer makes his way through a camp set up on the side of Gateway Boulevard.

Tucked into trees and sandwiched between the busy roadway and construction fencing, a tarp hangs as a wind block for a tent. Wood scraps, bags and cardboard are also piled around the site.

Palmer is one of the many homeless people who have set up camp far from shelters and social agencies, which are largely concentrated around Edmonton's downtown.

On this snowy Tuesday, Palmer is just visiting. His friend lives in the tent. Palmer cycled over to check that he was staying warm, and helped him set up a wood stove.

The burning of St. Gregory's, a century-old Catholic church on the Osoyoos Indian Band reserve in central B.C. Chief Clarence Louie expresses anger over the arson, suspecting local youth from area reserves. Similar incidents occurred, with 33 Canadian churches burning since May 2021; 24 were deliberate, possibly influenced by Canada's colonial history and revelations of potential burial sites at residential schools. No one has been charged in the Osoyoos or Penticton fires.

School buses cancelled outside eastern Ontario's biggest cities

School buses are running in Ottawa, Kingston and Belleville and cancelled in most other parts of eastern Ontario on a deeply slushy Wednesday.

Winter storm, snow and rain warnings covered almost all of the Ottawa-Gatineau region Tuesday. All but a snowfall warning for Mont-Laurier were done by 6 a.m. Wednesday. The storm generally included the mix of snow, ice and rain predicted: Ottawa's international airport recorded snow from 10 a.m. to 9 p.m., two hours of freezing rain and then rain not long after midnight.

Bowled over: Why some Canadians are feeling duped by their breakfast cereal

Ken Bennett, an avid hiker and recreational hockey player, wanted a cereal packed with protein. So last month, he picked up Kellogg's Vector. Bold lettering on the box declares that it has "high protein" — more specifically, that it "provides 13 g of protein" per serving.

"[It's] actually pretty high for a breakfast cereal. That's why I bought it," said Bennett, who lives in Chilliwack, B.C.

He felt good about his choice — until he noticed the fine print on the box one morning during breakfast.

The fine print reveals that a serving of Vector flakes alone contains just 5.6 grams of protein. The rest of the advertised 13 grams comes from the recommended 200 millilitres of skim milk to be added to the flakes.

"I felt tricked. I felt duped," said Bennett. "I took it for face value that these breakfast cereal flakes had 13 grams of protein."

Trudeau says government looking at ways to designate Iran's IRGC a terrorist organization

Prime Minister Justin Trudeau has stated that the Canadian government is exploring ways to designate Iran's Islamic Revolutionary Guard Corps (IRGC) as a terrorist organization. Trudeau mentioned this during a ceremony commemorating the victims of Flight PS752, which was downed by the IRGC in 2020. While the government has taken previous steps to address IRGC actions, Trudeau indicated a commitment to finding responsible ways to list the IRGC as a terrorist organization. The decision is significant, considering past resistance to such a designation due to concerns about its potential broad impact.
