I can't find any information about magnetism being the 64th octave, which is quite possible, but I do know a about Spectro-Chrome Therapy, which is what Dinshah Ghadiali developed, and what is being referenced here.

What most of you have already noticed is that they have removed the colors from our lives. It's been quite a few decades of neutral colors.

Buildings, cars, house paints, interior decor etc. Also, when you take into consideration that architecture isn't adorned like it used to & it makes the brain lazy. It's also depressing to see gray and beige everywhere.

The real question is, was this done on purpose to keep people "calm", and render them more docile?
