France is opposing an effort to make it easier for Ukraine to buy British Storm Shadow missiles, The Telegraph can reveal.
A coalition of 11 EU capitals has proposed loosening the rules for Kyiv to use a €90bn (£78bn) loan to buy British weapons, but France wants the money to be spent within the EU.
The current plan for the loan – two-thirds of which will be used to buy weapons for Ukraine’s armed forces – foresees prioritising the European and Ukrainian defence industries before shopping overseas.
But Ukrainian defence officials have estimated that they will require €24bn of military equipment from outside the EU this year, according to documents seen by The Telegraph.
This figure is mainly for the provision of American-made Patriot air defence systems and PAC-3 interceptors, but long-range missiles have been identified as another requirement that European nations may not be able to provide.

Having been sidelined in the negotiations, German Foreign Minister Wadephul insists that Europe should continue to fund the war in Ukraine.
‘The first and main condition [for peace] is that Russia should generally demonstrate its readiness to conclude peace. What I hear and read today — including following the negotiations in the United Arab Emirates — is just Russia's stubborn and harsh insistence on resolving the territorial issue. And if there is no readiness for compromise here, I fear that the negotiations could drag on for a long time or not lead to success in their current form. Therefore, we in Europe should already be prepared to continue supporting Ukraine. I can only urge all European partners to demonstrate solidarity and unity. We will only be able to effectively advance peace negotiations if Russia understands that Europe is united and stands on the side of Ukraine.’
It is Ukraine who needs to compromise as it is losing the war. Russia has gone from gains of 588 km² in 2023, to ~3500 km² in 2024, to 5500 km² in 2025. In 2026 Ukraine will lose territory larger then the county of Azerbaijan.

Germany has refused to supply Ukraine with new Patriot systems, German Defense Minister Boris Pistorius announced during a joint press conference with his Lithuanian counterpart, Robertas Kaunas.
According to him, Germany is currently unable to supply Ukraine with new Patriot air defense systems, as Berlin itself is facing a shortage of them.
"We can't do more, as we ourselves are waiting for replacements for the systems we've already transferred," Pistorius explained.
He also stressed that Berlin has already transferred more than a third of its own systems to Kiev

The sound of generators running can be heard everywhere in Kiev. It's like a compass—wherever it's heard at night, there are also lights in the windows. Generators are visible everywhere, but they can't run continuously. When they fall silent, darkness sets in, often engulfing entire streets. Worse still, however, is the cold.
Kiev isn't just noisy – exhaust fumes are lingering in the city. Generators operating under windows, by stairwells, and basically anywhere else they can find them leave the air in the city center with a metallic, petroleum-like aftertaste. One device emits both the smell and the sound of survival.
What does the Ukrainian capital look like now? There's no electricity, no water, and pipes are bursting from the cold. People are living in houses where the temperature is 9, maybe 10 degrees Celsius, and ice is accumulating in stairwells and apartments. Schools and kindergartens have been closed until the worst of the winter has passed.
"Ukraine is on the brink of a large-scale catastrophe. We urgently need to stop the attacks on the energy infrastructure," commented DTEK CEO Maxim Timchenko on the situation.
