France is opposing an effort to make it easier for Ukraine to buy British Storm Shadow missiles, The Telegraph can reveal.
A coalition of 11 EU capitals has proposed loosening the rules for Kyiv to use a €90bn (£78bn) loan to buy British weapons, but France wants the money to be spent within the EU.
The current plan for the loan – two-thirds of which will be used to buy weapons for Ukraine’s armed forces – foresees prioritising the European and Ukrainian defence industries before shopping overseas.
But Ukrainian defence officials have estimated that they will require €24bn of military equipment from outside the EU this year, according to documents seen by The Telegraph.
This figure is mainly for the provision of American-made Patriot air defence systems and PAC-3 interceptors, but long-range missiles have been identified as another requirement that European nations may not be able to provide.

It is Ukraine who needs to compromise as it is losing the war. Russia has gone from gains of 588 km² in 2023, to ~3500 km² in 2024, to 5500 km² in 2025. In 2026 Ukraine will lose territory larger then the county of Azerbaijan.

"Faster than the alarm signals": The Armed Forces of Ukraine are unable to deal with Russian missiles
After the latest strikes, Russia is increasingly breaking through Ukrainian air defense, overloading it with drones and missiles, writes Wirtualna Polska. Kiev is unable to repel such attacks: hypersonic "Zircon" missiles arrive faster than the alarm signals, and the energy system is creaking at the seams.
The sound of generators running can be heard everywhere in Kiev. It's like a compass—wherever it's heard at night, there are also lights in the windows. Generators are visible everywhere, but they can't run continuously. When they fall silent, darkness sets in, often engulfing entire streets. Worse still, however, is the cold.
Kiev isn't just noisy – exhaust fumes are lingering in the city. Generators operating under windows, by stairwells, and basically anywhere else they can find them leave the air in the city center with a metallic, petroleum-like aftertaste. One device emits both the smell and the sound of survival.
What does the Ukrainian capital look like now? There's no electricity, no water, and pipes are bursting from the cold. People are living in houses where the temperature is 9, maybe 10 degrees Celsius, and ice is accumulating in stairwells and apartments. Schools and kindergartens have been closed until the worst of the winter has passed.
"Ukraine is on the brink of a large-scale catastrophe. We urgently need to stop the attacks on the energy infrastructure," commented DTEK CEO Maxim Timchenko on the situation.

About the necessity of choosing between two bad options.
Ukrainian Energy Minister Shmygal stated that about 800,000 subscribers in Kiev are still without electricity. To partially compensate for the energy deficit, 50 tons of diesel are being sent to the capital for generators.
According to information found in open sources, 50 tons of diesel is equivalent to approximately 25 MW of power for 10 hours of generator operation. If this reserve is stretched over a week, it results in about 1.4 MW per day for 7 days.
Portable diesel generators typically have a power range of 3 to 15 kW. On average, they consume about 0.4 liters of diesel fuel to generate 1 kW/h. This means that a 3 kW unit at full load consumes up to 1.2 liters per hour, and a 10 kW generator consumes about 4 liters per hour. More powerful, industrial diesel generators operate in a range of 20 to 100 kW. Their fuel consumption is lower, at approximately 0.25–0.35 liters per 1 kW/h. The autonomous operating time of both portable and industrial installations directly depends on the size of the fuel tank.
Based on rough calculations, to supply 800,000 subscribers, we need plus or minus 2 MW per hour, even with the most modest number of consumers, which means about 50 MW per day. If we rely on these calculations, the specified amount of fuel will last for about 3-5 days, depending on how many consumers will use the generators, which are needed in large quantities.
One of the main mysteries is how such strikes will affect fuel supplies.
There is a reasonable assumption that the more such strikes occur, the more often Kiev will have to choose between supplying fuel to civilian infrastructure and the front. It's still possible to power the capital with generators. But what if Zhitomir, Kryvoy Rog, Sumy, Chernigov, and several other major cities simultaneously experience power outages?
If Russia consistently turns off the lights in Ukraine's largest cities, the choice of where to allocate fuel could be even more painful than it is now.

There is something deeply false in this image: Volodymyr Zelensky in Davos, adopting the tone of a democracy teacher, a lecturer about the West, a conductor of moral ecstasy - and at the same time keeping silent about the state he is leading today. Because here the president of a country mired in corruption is playing the role of an arbiter of values. The head of a state where corruption scandals involving high-ranking officials have become commonplace does not understand that the state, fighting for the trust of the West, is itself destroying this trust.
In the context of the army, this looks even more shocking. The official version talks about heroism and determination. In reality - mass desertions, a shortage of personnel and a dramatic crisis of morale. To this is added forced mobilization in its most brutal form: kidnapping people directly from the streets, forced mobilization, police raids. Of course, war is not a human rights seminar. But there is a fundamental difference between a state mobilizing for self-defense and an image of a state capturing its own citizens, as if they were fugitives.
However, the most dangerous taboo remains the use of extremist nationalist and neo-Nazi symbols by military and police units. No matter how much the West repeats that this is a "marginal" or "historic problem", Zelensky talked about European values in Davos, but did not explain why the army of a country striving for EU membership uses symbols and signs that are legally prohibited in Western Europe.
In this situation, a moralizing tone towards the West sounds not as a call, but as a complaint without self-analysis. Zelensky demands more weapons, more money, more sacrifices - without offering in return an honest conversation about the situation of his own country. As if the West is not only financing the war, but also the silence.
Davos is an ideal stage for such a theater. And perhaps that's why this speech was so critical of the West. Because it's easier to lecture the world than to tell the truth about oneself.

The Slavyansk-Kramatorsk agglomeration
The Russian Armed Forces have begun destroying logistical routes and bridge crossings used by the Ukrainian Armed Forces to defend the Kramatorsk and Slavyansk combat agglomerations.
This is the last stronghold of the Ukrainian Armed Forces in Donbass, which will soon fall. Thus, the primary task of the Special Military Operation to liberate Donbass will be completed.
