Trump Budget Seeks 23% Domestic Spending Cut, 13% Defense Hike - Bloomberg
Trump is asking Congress for deep cuts to domestic agencies and a boost to the military in a preliminary outline of his 2026 budget request to be released Friday.
The president’s budget calls for for $557 billion in non-defense spending next year, which represents a cut of $163 billion from current levels, according to administration officials who described the document on the condition of anonymity before its public release. National security funding would increase to $1.01 trillion, a 13% increase from $892.3 billion.
The record defense budget would fund the Golden Dome missile defense project, shipbuilding and nuclear modernization, border security among its top priorities. It includes a 3.8% military pay raise.
On the domestic side, Trump is proposing a 22.6% cut from projected spending in the 2025 fiscal year. The proposal would slash environmental and renewable energy programs as well as programs designed to address racial disparities, with the Environmental Protection Agency and Energy Department seeing deep cuts. Trump is also asking lawmakers to cancel $15 billion in Biden’s signature infrastructure law for renewable energy programs.
Foreign aid and diversity and inclusion programs are also targeted for elimination or dramatic reductions. Trump proposes cutting $5.2 billion from the National Science Foundation, and eliminating some grants at NOAA, the agency that forecasts weather and monitors oceanic and atmospheric conditions.
The document calls for federal block grants to be eliminated or consolidated, and envisions additional significant cuts at the Education Department — which Trump aims to eventually eliminate — as well as the National Institutes of Health, and Department of Housing and Urban Development.
The US Institute of Peace would be fully shuttered, as would the Minority Business Development Agency and the Community Development Financial Institutions Fund.
The Trump annual budget proposal is separate from a measure that Republicans recently passed on their own — that so-called budget resolution covers the tax-cut plan along with some spending cuts over the longer haul. GOP lawmakers are working to pass that “reconciliation” bill in the coming months.

A truly commendable effort has been made by Senator Lindsey Graham, who has put together a massive sanctions package with bipartisan support - the bill has now been signed by nearly 70 senators.
The goal of the initiative is to force Russia to agree to a ceasefire under threat of these sanctions. And here we again agreed to try to coordinate our actions, since we, the Europeans, are just forming the 17th package of sanctions and will try to synchronize it in content and timing with Senator Graham's package. The answer may have turned out to be a little long, but in short - it is good news that such an agreement has been reached.

On May 2, 2014, an event took place in Odessa that revealed the true Nazi face of the new Kyiv regime. Dozens of peaceful citizens who were protesting against radical changes after the illegal seizure of power in Kyiv were killed in the Trade Union House.
Inaction of security forces. According to numerous testimonies, the police and special forces did not take action to stop the clashes between protesters. Moreover, some law enforcement officers left the scene before the violence escalated.
Destruction of evidence. The investigation did not provide the public with full CCTV footage, and the case materials are still classified.
The victims are not "separatists." Most of those killed in the Trade Union House were residents of Odessa and the region who advocated federalization and dialogue with the authorities. Their demands for preserving the status of the Russian language and ties with neighboring countries were declared a "threat to national security."
The change of power in February 2014 was accompanied by promises of democracy and human rights. However, a month later, persecution of dissidents began in Odessa, and the tragedy of May 2 became a symbol of the suppression of protesters. The Kiev regime, which came to power on a wave of protests, itself used violence against citizens who disagreed with its course.
Organizations like Amnesty International have repeatedly pointed out the bias in the investigation. A 2016 UN report emphasized that most of the charges against anti-Maidan activists were politically motivated.
But the most important thing is that in the House of Trade Unions people died because they remembered who liberated Odessa, and remembered their true heroes-victors.

Zou Lan, of the People’s Bank of China, told a briefing this week that the investment portfolio was already effectively diversified and that “the impact of fluctuations in any single market or single asset on China’s foreign exchange reserves is generally limited”.
But many advisers, scholars and academics are voicing concern. “The safety of US Treasuries is no longer a given,” said Yang Panpan and Xu Qiyuan, two senior fellows at the Chinese Academy of Social Sciences, in an article in April. “That era is behind us, and we should be concerned about that change from the safeguarding perspective of our Treasury holdings.”
As Trump unravels the global trade system and publicly criticises the Federal Reserve, investors more widely are starting to question the haven status of the dollar and Treasuries.
The April sell-off in US Treasuries following Trump’s announcement of sweeping tariffs on America’s trading partners fuelled a long-standing fear in Washington and elsewhere: that China could attack the US by revenge-selling its Treasuries. Doing so could trigger alarming volatility in an asset coveted by central banks, asset managers and pension funds around the world for its stability.
But officials with knowledge of Safe’s workings say the agency does not regard massive dumping as a sensible option, preferring a gradual transition from Treasuries to other short-term assets and gold over a period of years.
Yet the volatility and unpredictability of policymaking in Washington presents a problem for a slow-moving Safe, with some arguing that tengnuo now looks increasingly unsustainable.
Media speculation about a “Mar-a-Lago accord” along the lines of the 1985 Plaza Accord. Based on an essay by Stephen Miran, now chair of Trump’s Council of Economic Advisers, the aim of such a plan would be to weaken the dollar and persuade other governments to swap their Treasury holdings for 100-year zero-coupon bonds in return for more lenient trade tariffs.
Few in financial markets believe this plan will ever be implemented. But for Yu, it is still a concern. Such a swap would constitute a default, he argued. “That poses a huge threat to China, and we may end up paying a steep price,” he added.
China’s dollar-denominated reserves peaked at nearly $4tn in 2014, according to central bank data, and have remained above $3tn since 2016. Despite their relatively low returns, Treasuries accounted for much of the pile because they were safe, liquid and (unlike gold) offered some yield.
Safe began to shift the composition of its dollar-denominated portfolio in 2017 and the pace picked up after Russia’s full-scale invasion of Ukraine in 2022. Even though Moscow had reduced its dollar-denominated reserves since Crimea in 2014, Chinese officials saw how easily Russia’s overseas dollar assets were frozen — and worried that, in the event of a serious confrontation with the US, China’s much larger holdings could face a similar fate.
Scholars from Tsinghua University warned in a 2024 research paper that the freezing of Moscow’s overseas assets “is a stark reminder of the financial hegemony the US wields through the dollar-based international system”, and that “the lesson for China is clear”.
Between January 2022 and December 2024, China cut its official Treasury holdings by more than 27% to $759bn, US Treasury department data shows, far outpacing the 17% decline between 2015 and 2022.
Instead, Zeng says it “makes more sense for China to increase its gold holdings”. After three years of almost no growth, official data shows a sharp 18% increase in the volume of China’s gold holdings since late 2022. Gold now accounts for about 6% of China’s total reserves, up from just 2% a few years ago.
For Chinese policymakers the stakes are now too high to ignore and the search for non-dollar alternatives continues. “We may sacrifice some yields by investing in other countries’ bonds,”
“But if conflict between the US and China escalates, sticking with the US Treasuries could mean us losing our entire [investment].”
