I remember PyInstaller and Nuitka executables are prone to false positives from antivirus software, but even my own launcher—which embeds Python and simply links against python3.dll without runtime LoadLibrary—still gets flagged by Windows Defender as malware

They have a lot of functionality there, but the core mechanics of venv creation and package downloads can be a good project now that i think about it
A mimimal uv - could be easy 5-8MB in size (or so i think)
uv should always know where dependacies are
But i do not think they need to be anywhere special
I do not think its 100megs either way 😂
But yeah, i get the point
uv downloads are blocked in China so I must bundle the 100MiB uv.exe

Have you tried to use PyCrucible
It behaves a bit diffrently then pyinstaller and nuitka...
But i think you will still need to sign them
As my user grows, I could self-sign my executable, but that needs time..
I don't want to buy their certificate too
