📌کارگاه سه روزه تربیت مربی ارائه خدمات حمایت‌های روانی، ویژه کارشناسان تیم‌های تخصصی جمعیت هلال احمر ایران برگزار شد

🔻کمیته بین‌المللی صلیب سرخ و جمعیت هلال احمر ایران از طریق یک کارگاه سه‌روزه تربیت مربی در تهران، به تقویت سلامت روان و حمایت روانی‌اجتماعی پاسخ‌دهندگان شرایط اضطراری پرداختند.

🔻این برنامه حدود ۲۰ روان‌شناس جمعیت هلال احمر ایران را گرد هم آورد و بر سلامت، تاب‌آوری، حمایت همتایان، فشار روانی، مسیرهای ارجاع و خودمراقبتی عملی پاسخ‌دهندگان تمرکز داشت.

🔻این روان‌شناسان متعاقباً کارگاه‌های خودمراقبتی روانی را در دو مرحله به ۶۰۰ نفر از نیروهای امداد و نجات جمعیت هلال احمر ارائه خواهند داد تا در حوزه سلامت روان تقویت شوند.

💬رومن پارامونوف، معاون رئیس نمایندگی کمیته بین‌المللی صلیب سرخ در ایران، در مراسم افتتاحیه این کارگاه گفت: «حمایت از سلامت روانی پاسخ‌دهندگان یک فعالیت اضافه یا اختیاری نیست؛ بلکه بخشی ضروری از حفظ کیفیت، ایمنی و تداوم پاسخ بشردوستانه است».

📌دولت‌ها باید همین حالا برای تعیین مقررات بین‌المللی روشن در مورد سامانه‌های تسلیحات خودگردان اقدام کنند

💬"قصور در اقدام سریع و قاطع، به قیمت جان انسان‌ها تمام خواهد شد. این امر نسل‌های آینده را وارث جهانی خواهد کرد که در آن نبود ممنوعیت‌ها و محدودیت‌های روشن و مشخص در زمینه این سلاح‌ها، راه به رویه‌هایی می‌گشاید که حمایت‌هایی را که حقوق بین‌المللی بشردوستانه بنا بوده تضمین کند تضعیف می‌نماید.

🔻امروز، این درخواست را با فوریت بیشتری تجدید می‌کنیم. نگرانی‌های بنیادین همچنان پابرجاست اما خطرات تشدید شده‌اند. اکنون به‌طور خطرناکی به عبور از یک خط قرمز اخلاقی نزدیک شده‌ایم: هدف‌گیری خودکار انسان‌ها توسط ماشین‌ها."

👈در یک درخواست مشترک، دبیرکل سازمان ملل متحد، آنتونیوگوترش، و رئیس کمیته بین‌المللی صلیب سرخ، میریانا اسپولیاریک، درخواست خود را از دولت‌ها برای تصویب فوری یک ابزار قانونی الزام‌آور برای تنظیم سامانه‌های تسلیحات خودگردان با ممنوعیت‌ها و محدودیت‌های روشن، تکرار می‌کنند.

🔻دسترسی امن برای کارکنان امدادی ضروری است تا از غیرنظامیان متاثر از جنگ حمایت کنند.

📌چرا جهان نباید کشتن کسانی که کمک می‌کنند، عادی‌سازی نماید


💬به مناسبت روز جهانی بشردوستی، رئیس فدراسیون بین‌المللی جمعیت‌های صلیب سرخ و هلال احمر، کیت فوربس، و رئیس کمیته بین‌المللی صلیب سرخ، میریانا اسپولیاریک، خواستار اقدام مؤثرتر برای حمایت از کارکنان بشردوستانه و حفظ فضای لازم برای فعالیت‌های بشردوستانه شدند.

🔻از ابتدای سال جاری تاکنون، نهضت بین‌المللی صلیب سرخ و هلال احمر در سوگ 12 نفر از همکاران نشسته است که در حوادث مرتبط با خشونت و در حین انجام وظایف خود جان باخته‌اند. سال گذشته این رقم ۲۴ نفر بود.

🔻حفاظت از کارکنان بشردوستانه در حق سازمان‌های ما لطف نیست. این یک تعهد است و، مهم‌تر از آن، ریسمان نجات تک‌تک افرادی است که روزی به آمبولانسی نیاز خواهند داشت که بیاید، به داوطلبی که در کنارشان بماند، یا به امدادگری که بتواند به آنها دسترسی پیدا کند؛ چون جهان از فضای لازم برای انجام ایمن این اقدامات حفاظت کرده است.

📌پس از ۷۷ سال، کنوانسیون‌های ژنو همچنان برای انسانیت و ثبات جهانی ضروری هستند

🔻بیانیه‌ای از میریانا اسپولیاریک، رئیس کمیته بین‌المللی صلیب سرخ، به مناسبت هفتاد و هفتمین سالگرد تصویب کنوانسیون‌های چهارگانه ۱۹۴۹ ژنو ، در دوازدهم اوت.

🔻در تاریخ ۱۲ اوت ۱۹۴۹، دولت‌ها در پی تجربه مرگ و ویرانی بی‌سابقه از جنگ جهانی دوم گرد هم آمدند تا کنوانسیون‌های ژنو را تصویب کنند. با این اقدام، آن‌ها متعهد شدند که خطوط قرمز جهانی برای نحوه جنگیدن معین کنند.

🔻هفتاد و هفت سال بعد، وعده‌ای که دولت‌ها برای حفظ انسانیت در جنگ داده بودند، با سرعتی نگران‌کننده در حال فرسایش است. هر ساله مخاصمات بیشتری در جهان رخ می‌دهد.

🔻در دنیای به‌هم‌پیوسته امروز، هیچ‌کس از پیامدهای جنگ در امان نیست. دولت‌ها، به عنوان طرف‌های متعاهد به کنوانسیون‌های ژنو، مسئولیتی ویژه در قبال پاسداری از این قواعد نجات‌بخش دارند.

📌Watching the news, you may easily get the impression that International Humanitarian Law (IHL) is no longer relevant and is never respected.

🔻Just as in 1949, today’s wars continue to have devastating consequences: taking lives, separating families and causing unimaginable suffering.

🔻However, by focusing on the victims of armed conflict and their needs, IHL helps prevent and mitigate some of the worst consequences of war, although more needs to be done to improve its implementation and compliance.

📌برگزاری دوره آموزشی «مدیریت کرامت‌آمیز اجساد»

🔻دوره آموزشی دو روزه «مدیریت کرامت‌آمیز اجساد-فاز بازیابی» با همکاری جمعیت هلال‌احمر ایران، دفتر نمایندگی کمیته بین‌المللی صلیب سرخ در تهران و سازمان پزشکی قانونی کشور در تهران برگزاری شد.

🔻این دوره با هدف ارتقای دانش و مهارت نیروهای عملیاتی امداد و نجات جمعیت هلال احمر در مدیریت کرامت‌آمیز اجساد در شرایط اضطراری، به‌خصوص در اقدامات مربوط به فاز بازیابی، برگزار گردید.

💬در مراسم افتتاحیه این کارگاه، رومن پارامانوف، معاون دفتر نمایندگی کمیته بین‌المللی صلیب سرخ در تهران، گفت: «این دوره به حفظ کرامت جان‌باختگان، انتقال تجربیات و تقویت آمادگی نیروهای عملیاتی کمک می‌کند.»

📌A three-day workshop of Training of Trainers for strengthening mental health and psychosocial support for for specialized teams of the IRCS was held

🔻The ICRC and IIRCS are strengthening mental health and psychosocial support for emergency responders through this workshop in Tehran.

🔻The programme brought together 20 IRCS psychologists and focuses on responder wellbeing, resilience, peer support, psychological distress, referral pathways and practical self-care.

🔻These psychologists would subsequently deliver mental self-care workshops to 600 of Relief and Rescue personnel of the IRCS in 2 phases.

💬“Supporting the psychological wellbeing of responders is not an additional or optional activity; it is an essential part of maintaining the quality, safety, and continuity of humanitarian response” , Said Roman Paramanov, Deputy Head of ICRC Delegation in Iran in the opening ceremony of this workshop.

📌States need to act now to set clear international regulations on autonomous weapons systems

💬"A failure to act quickly and decisively will cost lives. It will leave future generations to inherit a world in which the absence of clear and specific prohibitions and restrictions on these weapons opens the door to practices that would erode the protections international humanitarian law is meant to guarantee.

🔻Today, we renew this call with even greater urgency. The fundamental concerns remain unchanged, but the risks have intensified. We are now dangerously close to crossing a moral red line: the autonomous targeting of humans by machines."

👉In a joint appeal, the Secretary-General of the UN, Antonio Guterres
and the President of the ICRC, Mirjana Spoljaric, renew their call for States to urgently adopt a legally binding instrument to regulate autonomous weapon systems with clear prohibitions and restrictions.

📌Why the world cannot normalize the killing of those who help

💬On World Humanitarian Day, Kate Forbes, president of the International Federation of Red Cross and Red Crescent Societies, and Mirjana Spoljaric, president of the International Committee of the Red Cross, call for stronger action to protect humanitarian personnel and preserve the space for humanitarian work.

🔻So far this year, the International Red Cross and Red Crescent Movement has mourned 12 colleagues killed in violence-related incidents while carrying out their work. Last year, that number stood at 24.

🔻Protecting humanitarian personnel is not a favour to our organizations. It is an obligation and, more importantly, a lifeline for every person who will one day depend on an ambulance that arrives, a volunteer who stays or an aid worker who is able to reach them because the world has preserved the space to do so safely.

🔻Statement by Mirjana Spoljaric, President of the ICRC, to mark the 77th anniversary of the four Geneva Conventions of 1949 on August 12th.

🔻On 12 August 1949, states came together in the wake of the unprecedented death and destruction of the Second World War to adopt the Geneva Conventions. In doing so, they committed to universal redlines for how wars can be fought.

🔻Seventy-seven years later, the promise made by states to preserve humanity in war is eroding at an alarming pace.

🔻In today’s interconnected world, no one is immune to the effects of war. As parties to the Geneva Conventions, states bear a unique responsibility to uphold these lifesaving rules.

📌با تماشای اخبار، ممکن است به راحتی این تصور را داشته باشید که حقوق بین‌المللی بشردوستانه دیگر کاربردی نیستند و هرگز مورد احترام قرار نمی‌­گیرد

🔻درست مانند سال 1949، جنگ­‌های امروزی نیز همچنان عواقب وحشتناکی دارند: گرفتن جان اشخاص، جدا شدن خانواده‌­ها و ایجاد درد و رنج وصف­‌ناپذیر.

🔻با این حال، حقوق بین‌المللی بشردوستانه با تمرکز بر قربانیان مخاصمات مسلحانه و نیازهای آنها، از برخی از بدترین پیامدهای جنگ پیشگیری می­‌کند و آنها را کاهش می‌‌دهد.

👈اگرچه برای بهبود اجرا و رعایت این حقوق باید کارهای بیشتری انجام شود.

📌Training Course on the "Dignified Management of the Deceased"

🔻A 2-day training course on the "Dignified Management of the Deceased– Recovery Phase" was held in Tehran through collaboration of the Iranian Red Crescent Society(IRCS), the International Committee of the Red Cross(ICRC) in Tehran, and the Legal Medicine Organization of Iran.

🔻This training aims to strengthen the knowledge and skills of IRCS Relief and Rescue operational staff in the dignified management of human remains during emergencies, particularly in recovery efforts.

💬At the opening ceremony, Roman Paramanov, Deputy Head of the ICRC in Tehran, said:"This training contributes to preserving the dignity of the deceased, sharing experience, and strengthening the preparedness of the first responders."

🔻The course included technical sessions and practical exercises with the participation of representatives and experts from the relevant institutions.

Nuclear power plants carry risks that don’t stay contained.

When they’re damaged, the consequences can spread across borders, across generations, and across the environment we all depend on.

That’s why the rules of war set strict limits: to prevent harm that cannot be undone.

Under international humanitarian law (IHL), nuclear power plants are, in principle, considered civilian objects and as such are protected against attack and reprisals.
