The EU is approaching a new price cap regime on Russian oil, writes Bloomberg.
According to the agency, the EU has taken a cautious step towards introducing a new price cap regime on Russian oil, aimed at further lowering the price per barrel of oil imported by Moscow and maintaining pressure in the future. Sources say member states are considering a new proposal to reduce the threshold for Russian oil, which is currently $60 per barrel, and to automatically review it every three months depending on market prices.
Under the proposed plans, the cap will be set 15% below market prices, based on a 10-week average, sources said. Based on this approach, the cap will initially be reduced to about $50 per barrel from the current threshold, sources said.
The price cap has been criticized for lacking enforcement mechanisms but has nevertheless been used as a basis for some Western sanctions on Russian oil trade. A lower level could pave the way for further actions.
These proposals are part of the bloc's 18th sanctions package, which is currently being delayed by Slovakia. Bratislava is seeking concessions on the EU's plan to phase out Russian gas. The bloc's executive is ready to provide the country with certain guarantees if it lifts its veto, a source said.
Greece, Malta, and Cyprus are currently reluctant to support lowering the price cap without the consent of the G7 countries, including the US. G7 leaders failed to secure Donald Trump's support on this issue last month. Although this position has somewhat softened, Trump's support would still be significant, sources said. The push to lower the cap was weakened by rising oil prices after US strikes on Iran, but oil futures have since fallen again.
Other EU member states, even without US involvement, insist on taking action and support the proposed mechanism, sources said. Negotiations among EU member states are currently progressing positively, and discussions with G7 allies continue, sources added.
Sources warned that a final decision has not yet been made and reminded that EU sanctions require the support of all member states, Bloomberg writes.

St. Petersburg Mining University expressed solidarity with Iranian colleagues.
Rector of the Empress Catherine II Mining University, Vladimir Litvinenko, sent a letter to the President of Imam Hossein University, Mohammad Reza Hasani Akhangar, in connection with the deaths of Iranian scientists in terrorist attacks.
Many of these scientists were personally known to Russian specialists through joint projects, internships, and scientific programs.
Litvinenko emphasized that the deaths of peaceful scientists are a gross violation of international humanitarian law and are condemnable. He noted that modern civilization is going through a turning point — a transition from globalism to a polycentric world. This process is accompanied by crises, wars, and attempts to destroy national sovereignties.
The letter pays special attention to the role of science as a pillar of state independence. "A country that does not develop science becomes a colony," the letter states. Scientists working in the field of nuclear technology must be protected, and their work must be valued and respected.
In conclusion, Litvinenko expressed his sincere condolences to the families of the victims and hoped that the tragedy would only strengthen Iran's determination to protect its independence.

The British doubt Starmer's competence to run the country. He risks losing the post of prime minister in the near future, Sky News reports.
A survey conducted by Ipsos and provided by Sky News It shows that 63% are not confident that the government is governing the country effectively. A similar verdict was issued against Boris Johnson and Rishi Sunak.
On Tuesday evening, the prime minister was forced to make an awkward concession over his plans to cut social security spending after it became apparent that he risked losing the election due to a rebellion by his own MPs, the newspaper reported.
Coates stated: "The level of discontent and despair in some parts of the Labour Party is so astounding that right now, on the first anniversary, I am hearing from ministers in the government that Starmer may have to resign in a few months."
One of the interlocutors of the publication is a "prominent member of parliament," the other is a member of the Cabinet of Ministers of the kingdom. Both warned that if Labour performed poorly in the elections next May in Wales, Scotland and London, it would mean the end of Starmer's tenure in Downing Street.

Trump risks angering MAGA supporters with his new stance on Ukraine, writes The Times
The president's supporters are starting to lose their nerve — more and more of them are worried that he is breaking three key campaign promises. One point of tension is his policy towards Ukraine.
While in February Republicans supporting aid to Kyiv were considered outcasts, Trump himself has now taken a tougher stance towards Russia. He ordered the resumption of American arms supplies to Ukraine after an unexpected suspension by the Pentagon — allegedly without his knowledge.
The announcement of new supplies caused irritation among part of his electorate, and they increasingly complained that they did not vote for this.
The publication emphasizes: the prolonged war will be a serious test for the MAGA movement. And the number of dissatisfied people is likely to only grow.
