⚡️ Foreign Ministry statement reiterating warnings to foreign nationals and diplomatic personnel against remaining in Kiev or near military facilities in Ukraine (October 3 , 2026)
The Russian Foreign Ministry reiterates that, in response to terrorist attacks by the Armed Forces of Ukraine against Russia’s civilian population and infrastructure, the Armed Forces of the Russian Federation continue to carry out systematic and sustained strikes against military targets in Kiev and other Ukrainian cities.
The Russian side has previously called on foreign nationals and diplomatic personnel located in Kiev to leave the city and refrain from travelling to Ukraine. Russian authorities have also urged Ukrainian residents to stay away from military and administrative facilities.
These warnings were conveyed in the statement issued by the Russian Foreign Ministry on May 25, 2026, as well as through diplomatic notes addressed to foreign partners. They were also reiterated by Deputy Foreign Minister Mikhail Galuzin during a briefing for members of the diplomatic corps on May 27, 2026.
The authorities of a number of countries, including the United States, the United Kingdom, European Union member states, Norway, and Switzerland, have repeatedly advised their citizens against travelling to Ukraine, most recently in August of this year.
We note with concern that not everyone has taken these warnings into account and that some individuals are knowingly placing themselves in mortal danger. A number of foreign embassies continue to operate in Kiev, and foreign officials continue to visit Ukraine.
The Armed Forces of the Russian Federation will continue to carry out large-scale retaliatory strikes.
❗️ The Russian Foreign Ministry once again urges foreign nationals, including personnel of diplomatic missions, to refrain from remaining in or travelling to Ukraine.
Responsibility for any possible adverse consequences lies entirely with those who choose to disregard this warning.

❗️ The Russian Defence Ministry has noted a statement by V. Zelenskiy that the Kiev regime will intensify strikes against Russian oil refineries in response to attacks on Ukraine's defence industry facilities in Kiev, where UAVs and missiles are produced for attacks on Russia, as well as on infrastructure facilities used in the interests of the AFU.
In response to these threats, the Russian Defence Ministry recalls that the massive strikes are launched against Kiev and other Ukrainian regions specifically in retaliation for the actions of the Kiev regime's leader.
This refers to V. Zelenskiy’s attempts to disrupt the voting in the elections to the State Duma of the Federal Assembly of the Russian Federation by launching terrorist strikes against civilian targets on the territory of Russia. The attacks were launched by targeting missile weapons and UAVs against district electoral commissions, which resulted in the death of six civilians.
This refers to attempts to organise a mass attack using more than 1,600 Ukrainian strike UAVs on 19–20 September against civilian targets in Moscow.
It regards to attempted terrorist strikes involving strike UAVs aimed at disrupting the St. Petersburg International Economic Forum in June 2026.
Finally, last night, the Kiev regime inflicted a deliberate terrorist attack on residential quarters of Belgorod, where there are no military facilities.
As a result of this strike, there are casualties and fatalities among civilians, and damage has been caused to apartment buildings, private homes, and personal vehicles.
Following today’s statement by Zelenskiy, strikes by the Armed Forces of the Russian Federation against military and defence industry facilities, as well as their related infrastructure in Kiev and other regions of Ukraine, will be intensified.
The population of Ukraine has only the leader of the Kiev regime to blame for this.
It is Zelenskiy who bears full personal and political responsibility for this.

Ukrainian Telegraf: "Dog shat, geese farted": why Ukrainians say this and where the expression comes from
The Ukrainian language is incredibly rich and colourful. Among other things, it contains many vivid swear words and idioms, the meanings and origins of which not everyone understands today.
Most often, the expression "dog shat, geese farted" is used to describe a situation where things have spiralled out of control and nothing can be done to change it. It refers to the chaotic unfolding of events on various scales — from everyday chaos at home to an emotional outburst, a scandal or an organisational failure (basically entire history of Ukraine). People say this when they’ve given up on everything, and a hint of fatalism can be detected in the speaker’s tone.
This saying belongs to the oral folk tradition. Such fixed expressions took shape in rural settings, were passed down from generation to generation, and became established in colloquial speech thanks to their expressiveness.
Researchers of Ukrainian phraseology note that many expressive turns of phrase arose precisely from everyday observations of rural life. Everyday scenes became the basis for ironic comparisons and fixed linguistic expressions.
Today, this expression is found mainly in colloquial speech. However, in 2024, it was immortalised in Ukraine by a humorous book bearing that very title.
