Puerto Rico’s governor has signed a bill that amends a law to recognize a fetus as a human being

Gov. Jenniffer González, a Republican and supporter of U.S. President Donald Trump, said in a brief statement that “the legislation aims to maintain consistency between civil and criminal provisions by recognizing the unborn child as a human being.”

The amendment, in Senate Bill 923, was made to an article within Puerto Rico’s Penal Code that defines murder.

The government noted that the amendment complements a law that among other things, classifies as first-degree murder when a pregnant woman is killed intentionally and knowingly, resulting in the death of the conceived child at any stage of gestation. The law was named after Keishla Rodríguez, who was pregnant when she was killed in April 2021. Her lover, former Puerto Rican boxer Félix Verdejo, received two life sentences after he was found guilty in the killing.

Some cheered the amendment signed into law Thursday, while opponents warned that it opens the door to eventually criminalizing abortions in Puerto Rico, which remain legal.

👮‍♂️ 🇫🇷 Paris police shoot and injure a knife-wielding man who tried to attack officers at Arc de Triomphe

The attacker targeted an officer securing the ceremony for relighting the eternal flame honoring unknown soldiers at the Napoleon-era landmark, according to a Paris police official. Another officer shot the attacker, who was hospitalized, the official said.

Behind the knife attack at the Arc de Triomphe was Brahim B., a radicalized individual who wanted to "shoot" soldiers.

Released from prison at the end of 2025 and under surveillance, the man suspected of attacking police officers with a knife this Friday evening in Paris had been convicted in Belgium for attempting to kill police officers. The DGSI (General Directorate for Internal Security) had warned of a risk of him acting out.

On June 8, 2012, he stabbed two police officers in Brussels, Belgium, to "punish," according to his statements at the time, the country for introducing a ban on wearing the burqa. Nearly fourteen years later, did Brahim B. once again attempt to kill law enforcement officers for an Islamist motive, two months after his release from prison?

🔵 Movements of personnel and equipment were observed toward western and mountainous areas, including Merewa, described as a key strategic corridor linking Raya, Lasta, and Wag territories.

🔵 During the night of February 12th into the early hours of February 13th, additional combatants and military equipment were reportedly deployed, including light artillery transported to frontline positions and the establishment of new defensive fortifications.

🇪🇹🇪🇹🇪🇹⚔️🇪🇹 The situation in northern Ethiopia is rapidly worsening, with the Ethiopian National Defense Force (ENDF) sending reinforcements to Tigray, while Amhara Fano militias are taking control their region.

2 weeks after fighting erupted between federal forces and TPLF/TDF in Tigray, the Ethiopian government is in the process of mobilizing thousands of soldiers in the north. Abiy Ahmed has been preparing for war with Tigray and Eritrea for months, while part of his army is stuck fighting in the vast Amhara region.

We recently learned about additional regional implications, with Ethiopia hosting a Rapid Support Forces base, while Sudan is training and hosting TPLF forces in Qadarif state and Somali rebels in Somalia.

In northern Ethiopia, a climate of war is settling, with both TPLF, Eritrea and ENDF mobilizing their forces. At the same time, ENDF are leaving large areas of Amhara regions, which are rapidly falling into Fano control. The Amhara Fano forces do not control any city yet but are threatening the main garrisons in the region, while a war in the north could allow them to walk on Addis Ababa.

With Puerto Rico recently a subject of discussion, I looked for and failed to find any resource aggregating births in Puerto Rico *and* births to Puerto Ricans in the United States, so I gathered the data and created my own chart, covering 1910-2025. Lines are cumulative.

The peak year for births in Puerto Rico was 1947, for Puerto Rican births in the USA was 2018, and the high water mark for combined births was 1990. Births to PR mothers in the US surpassed births in PR in 2001, when fertility in PR fell decisively below replacement.

A few notes on the data. First, births for Puerto Rican mothers in the US can only be estimated prior to 1989, as not all states reported detailed Hispanic categories before that point, but with Census data available, my estimates are probably not far off the mark.

Second, not all births in Puerto Rico are to ethnically Puerto Rican mothers, but the vast majority have been, making it not worth the effort (IMO) to sort them out. In 2024, over 94% of births in Puerto Rico were to ethnically Puerto Rican mothers, and over 97% were Hispanic.

Finally, the US NCHS has not tallied *deaths* by Hispanic ethnicity, so it's not possible to know PR+US death totals for Puerto Ricans. However, Puerto Rico reported about 33,000 deaths for 2024, which implies perhaps 40-50k annual stateside deaths. We are probably at "peak PR."
