🇷🇺 The head of Ukraine's Main Intelligence Directorate, Kirill Budanov, said that Russia allegedly plans to spend about $1.1 trillion on rearmament over the next ten years, until 2036.

This, in his words, is “the largest program since the collapse of the USSR” and a sign that the country was undergoing “total mobilization of politics, economics, and society” in preparation for a large-scale war.

The statement itself is part of a strategy aimed at mobilizing the West and creating a sense of threat. But if we put the propaganda aspect aside, the amount itself seems not only realistic, but even very reasonable. We are talking about annual expenditures of $85-90 billion, which corresponds to estimates of Russia's current military spending at about 6% of GDP.

However, the key question is not the amount of funding, but the nature of the transformations. What exactly can be changed, and what type of army should be created with these funds?

▪️While the collective West is fighting with the support of Starlink, Russia still does not have technology comparable in scale and quality. Without its own satellite communications, the army significantly slows down coordination and control over artillery and drones, becoming vulnerable to electronic warfare. To remedy this situation, a full-fledged low-orbit constellation of 1,000–2,000 microsatellites is needed. Moreover, the solution must work out of the box, without 20-40 minutes of configuration.

▪️ A unified digital combat management system is needed that integrates intelligence, artillery, drones, infantry, and logistics into a single network structure. Such platforms already exist in the US and Israel. Russia must create its own architecture — not by copying Western models, but by designing a system tailored to its own realities. This will allow it to fight faster, more accurately, and with fewer losses — and this is where it will be decided who will be the first to press the right button.

▪️The role and purpose of FPV drones must be reviewed and refined to create a finished product that can be used from a pouch. Each unit must be an operator unit, not just a rifle/assault unit. A drone, control system, goggles, and battery supply should be included in a soldier's equipment as IRP. The ideology of combat is changing, and if a drone helps to quickly jump into an enemy trench or dugout without waiting for artillery fire, it should be done.

▪️The role of high-precision weapons such as HIMARS (M142) on the battlefield is constantly growing: they allow strikes deep into the enemy's rear with high accuracy, destroying logistics, headquarters, and air defense systems. Russia has an analogue — the Tornado-S OTRK, as well as the modernized Uragan-1M, which are not inferior to HIMARS in terms of flexibility of use, digital architecture, and guidance accuracy.
The development of this area is critically important, as it allows the enemy's operational plans to be disrupted without a massive offensive, reduces dependence on aviation, and makes it possible to quickly reorient strikes on new targets in real time.

High-precision systems such as Iskander and Kinzhal have already proven their effectiveness: they regularly destroy fortified targets, air defense nodes, and objects deep in the enemy's rear, where conventional means are powerless. However, in order to maintain a strategic advantage, these systems must be developed: their launch range must be increased (for Iskander, to at least 1,000 km) and the power of their warheads must be increased, especially in non-nuclear configurations.

These are not strategic dreams, but the minimum set of measures that should have been taken yesterday, if we are serious about future battles.

🇺🇸⚛️ Billionaire Peter Thiel backing first privately developed US uranium enrichment facility in Paducah

A California-based company with ties to billionaire investor and Trump ally Peter Thiel announced plans Friday to build America’s first U.S.-owned, privately developed facility to enrich uranium in far western Kentucky.

Formed in 2024 in San Francisco, California, the company announced itself on the social media platform X in April as being “incubated within” Founders Fund by a team of people from SpaceX, Tesla, Anduril, national labs and the U.S. Department of Defense. That VC fund was co-founded by billionaire investor Peter Thiel, who World Nuclear News reported joined General Matter’s board earlier this year.

The former Paducah Gaseous Diffusion Plant has been at the center of multiple major development talks over the past year. Earlier this week, the U.S. Department of Energy listed it as being among the four sites being considered for “cutting edge data center and energy generation projects.” Plans are moving forward to establish the world’s first commercial laser uranium enrichment plant on property adjacent to PGDP.

A formal announcement event is planned for Aug. 5 in Paducah. According to General Matter’s email, Kentucky Gov. Andy Beshear, U.S. Sens. Mitch McConnell and Rand Paul and Congressman James Comer are all expected to be on hand, along with members of the nuclear industry and local officials.

Men older than 60 will be able to sign service contracts with the Ukrainian army. The lawmakers who signed this bill say the armed forces are “in need of Soviet weapons specialists” who know how to master Cold War tech which “hasn’t been in use for the past 10-20 years”.

The lawmakers stressed that this bill isn’t introducing compulsory military service for senior citizens.

🇺🇸📊 Between 1980 and 2025, the foreign-born population in the United States ballooned from 14.1 million to 53.3 million, an increase of 39.2 million or 278%.

Over the same period, the US-born population grew by 95 million, but at a much slower rate of 35%.

This means the foreign-born population grew roughly 8 times faster than the US-born population, including the children of immigrants born in the US.

In the first quarter of 2025, the share of the population that was foreign born reached historic highs in 14 states: Alabama, Delaware, Florida, Georgia, Indiana, Maryland, Mississippi, New Mexico, North Carolina, Oklahoma, South Carolina, Tennessee, Texas, and Virginia. In terms of total numbers, the foreign born population reached record levels in 31 states, as well as the District of Columbia.

🇰🇵🇺🇦 North Korea’s military is being transformed on the battlefields of Ukraine

This military partnership with Moscow has been invaluable for Kim Jong-un’s regime, Maj Gen Vadym Skibitskyi, deputy head of Ukraine’s military intelligence agency, the HUR, told the Guardian.

“North Korea’s armed forces got new ammunition [from Russia]. Its soldiers gained experience of modern conflict. No other army in the region – Japan, South Korea and other countries – [has] participated in a modern war between two huge regular armies.”

According to Ukraine’s military intelligence agency, North Korea supplies 40% of all munitions used by Russia in its war against Kyiv. It has dramatically increased arms production at home, with Moscow paying Pyongyang directly.

The ideological commitment of their forces became clear when Ukraine captured two wounded North Korean prisoners in January.

“We were shocked by them. They were bio-robots. They tried to kill themselves by biting their own veins,” Skibitskyi says. When one was asked if he wanted to return home, he replied: “Yes, because I will be treated like a hero. I fought in a modern war.”

North Korean troops are learning about combined arms warfare and the operation of strike and reconnaissance drones, electronic warfare systems, and other technologies previously unfamiliar to them.

🇯🇵 The Sanseito"s proposed new constitution is... interesting. It would bring back the emperor as head of state and "legalize" his various roles in the Shinto religion. The national anthem, flag and language would all be defined in the constitution.

Citizenship would be limited to children of a Japanese parent who speak Japanese and value Japan. It does anticipate naturalized citizens, but for example only third generation descendants of one would be eligible for public employment.

The enumerated rights of citizens is greatly cut down and "rights come with duties" (the phrase loved by conservatives everywhere) would be put in the constitution.

There would be a whole new chapter on "the public interest," the furtherance of which would be a duty for people and institutions alike.

Family is to be based on omoiyari. There are several articles on education, which are about as one would expect. I think this would be the first constitution I have ever seen that would have provisions on school meals, though (must be healthy, use locally-procured materials and be made domestically).

Voting age would be 16, right to stand for election 18.

The national government would have a constitutional obligation to protect local governments from interference by foreign powers and international organizations.

Foreigners would not be allowed to own real estate and those that do would see it expropriated at a fair price.

There would be a new government body established to evaluate policies and their implementation.

On a vote of 1/3 of Diet members, a bill under consideration could be put to a national referendum (really? You want to give the minority parties this tool which would inevitably be used to filibuster everything?) .

The imperial household would go back to having its own finances and budget.

Amendment would become easier: a majority of the total membership of both houses (not just a quorum) plus a national referendum.

🇬🇧📱 The UK's Online Safety Act meant to hide pornography, suicide forums and other "harmful" content from children and teenagers broke X/Twitter.

Users in the EU report seeing various posts on X/Twitter hidden with the message: "Due to local laws, we are temporarily restricting access to this content until X estimates your age".

A law meant to apply only in the UK has effectively been extended to cover the European Union as well even though Brexit ended in 2020.

To add insult to injury, X/Twitter users who want to verify their age must first pay for Premium to unlock the ID verification tool, meaning that, not only do they need to give their names and addresses to big tech but also, their credit card information.

Just as the Online Safety Act was enforced, the European Union is pressing social media companies to enforce similar policies through the Digital Services Act, as soon as possible, meaning 2026-2027 at the latest.

In May 2025 the U.S. Congress reintroduced The Kids Online Safety Act with bipartisan support and from big tech. This is especially ironic coming from the same Congress which voted against the release of the Epstein files where teenage girls were prostituted to wealthy men as blackmail material.

Since this introduction of the Only Safety Act, VPNs have gotten extremely popular in the UK.

Outside of X/Twitter, British users report that sexual assault/suicide support forums on Reddit and other sites have been blocked in the UK as they are considered +18

Online censorship has never been about protecting people from harmful content, it always was about power and control of what people read.

If governments, British, EU or American, actually cared about the safety of younger generations they would simply ban the creation and distribution of pornography and digital prostitution websites like OnlyFans.

🇸🇴 A growing number of observers fear Somalia’s capital, Mogadishu, could fall to al-Shabab, al-Qaeda’s richest and most lethal affiliate.

Three years into the four-year term of President Hassan Sheikh Mohamud, the federal government in Mogadishu, the capital, looks weak. Early gains against al-Shabab in central Somalia have been reversed. This year the group shelled Mogadishu’s international airport and bombed the president’s convoy (Mr Mohamud survived, but several others were killed). A growing number of observers fear Mogadishu could fall to al-Shabab. As Western countries curtail support, the fate of one the world’s oldest state-building projects hangs in the balance.

Yet after decades of funnelling aid through Mogadishu, arguably with little to show for it, some in Washington reckon Somaliland—and perhaps Puntland—make for more reliable partners than the federal government. Somaliland wants America to build a military base on its Red Sea coast, ideally in exchange for recognition as an independent country. General Michael Langley, America’s top general in Africa, visited last month.

Yet such a shift would leave Mogadishu further exposed. In central and southern Somalia, the mix of political turmoil and declining foreign support is taking a heavy toll on the national army. Brigadier General Ahmed Abdullahi Sheikh, a former commander of the Danab, an American-trained special unit, worries that a spate of assassinations of senior commanders is the result of al-Shabab infiltrating the rank and file. Unlike in Puntland, the jihadists in the area are growing stronger. Al-Shabab is said to have been receiving arms and training from the Houthis, the Iranian-backed militia in Yemen that has been attacking ships in the Red Sea. Some fear it could soon move on Mogadishu.

Foreign intervention, notably by Turkey and Qatar, would probably prevent a jihadist takeover of the capital. Yet there are plenty of other bad options. The lack of financing for AU peacekeepers will result in a “slow erosion of the status quo, year on year,” says Omar Mahmood of the International Crisis Group, a think-tank. Further fragmentation could lead to resurging clan violence. “Proxification”, a term coined by Afyare Abdi Elmi, a Somali academic, to describe the proliferation of armed groups backed by competing foreign powers, would make it even harder for Somali leaders to form a lasting political settlement. One of Africa’s most fragile states looks set to weaken further.

🇹🇭🇰🇭 The Thai Armed Forces have confirmed that they captured the Phu Makhua hilltop on the second day of clashes with Cambodian forces. Phu Makhua is a massif in the Dangrek Mountains around 3km NW of the Preah Vihear temple complex.

In Nov 2022, Cambodian troops built a road along the Phu Makhua ridgeline (white line) and strengthened their positions at the top of the ridge. Their positions on the ridge meant this was one of the few sections of the border where Cambodian troops were actually positioned above Thai soldiers.

In early July, Thai troops noted that backhoes and excavators were digging trenches between the Thai and Cambodian positions on Phu Makhua.

Fighting over the positions was apparently intense, with the Thai advance supported by artillery fire and airstrikes. Approx 0.65km2 of territory was captured in the operation.

On the first day of the clashes, Thailand destroyed a supply cable-car system that was used to ferry supplies up the ~150m ridge.

President Trump signed legislation to claw back $9 billion in foreign aid and public broadcasting funding, the first time in decades that Congress has approved a president's request to rescind previously approved funding.

The package also includes about $1 billion in funding cuts for the Corporation for Public Broadcasting, which supports public radio and television stations, including NPR and PBS.
