Yeah, only accessible from ir,
unless with some whitelisted ips so can tunnel traffic from another vps to ir server, routing the traffic, there're many ways & tricks

& one more thing ir vps are available to buy with credentials verification so any tunneling is risk of getting caught (If I be optimistic that ir vps have access to global internet (90% doesn't))

In the internet blackout, 90% of the ir vps does not have access to outside & reverse
Meaning you cannot even access to the vps even if you manage to get one (which is likely impossible from outside unless you have some mid man from ir)
