why not make it depends on the logic? i mean if X user is get blocked over and over. tag them as spammers. then add a choice in bot if you want to ban global spammers.
you admins will get tones of humans messages about how wrong they misstarted. your not the TG Police. just saying

The global ban (gban) is issued by bot admins, not group admins. Bot admins can also remove complaints made against an innocent user.

For this, the user must contact the support team and report the situation.

Explanation (simple):

Group admins cannot directly give a global ban

Only bot admins decide and apply it

If someone is falsely reported, bot admins can review and delete those complaints

But for that to happen, the user needs to reach out to support and explain the issue

It only changes the attacker from “any user” to “any admin.” If someone has admin rights in one or more groups, or controls several groups, or coordinates with other admins, they can still submit repeated false complaints and create the same false appearance of credibility.
this ban is global so i want to be sure if a X user wont got banned because in other group someone targeted him

The issue is not whether the accused user can delete the report.
The issue is whether someone can abuse the reporting system by sending repeated fake reports from multiple accounts or across multiple groups. If the bot treats report quantity as proof, then a bad actor can create fake consensus and make an innocent user look suspicious.
